Summary
The Road Services Division of King County's Department of Local Services is on the lookout for a seasoned leader in operations management to become part of its Maintenance Section Leadership Team, a talented and innovative group of professionals. The ideal candidate will embody a dedication to fostering a culture of transparency, safety, and inclusivity while effectively engaging with a highly operational workforce. This leadership role is pivotal in ensuring that road maintenance and operations are streamlined and in harmony with King County's core values and the division's strategic objectives.
The successful applicant will take on the role of Assistant Section Manager, overseeing both daily and long-term operational demands of the Roads Maintenance Section. This position necessitates exceptional communication, financial acumen, labor relations expertise, and organizational capabilities to adeptly manage a substantial budget and lead a diverse team of employees represented by various collective bargaining agreements. The Operations Manager will directly supervise teams responsible for strategic planning, special projects, environmental and cultural resource management, climate initiatives, performance evaluation, emergency preparedness, and workforce planning. Key Responsibilities
As a member of the King County team, you will apply principles of equity and social justice that reflect our shared values and practices in all aspects of your work.
- Provide transparent and accountable leadership to a diverse workforce that prioritizes safety and a culture of belonging.
- Act as a vital team member on the Roads Maintenance Leadership Team.
- Plan, Do, Check and Adjust to enhance the delivery of operational and budgetary priorities; develop and implement strategies to achieve these goals.
- Implement strategic plans, objectives, and policies; ensure compliance with relevant laws and regulations; analyze and interpret operational policies and guidelines; and endorse recommendations for enhancements.
- Serve as the liaison between the Roads Maintenance Section and the Engineering Section, as well as with other county agencies and partners.
- Strategize new initiatives, problem-solving, and operational enhancements.
- Prepare presentations, written materials, and visual communications for senior management and teams.
- Plan, coordinate, and direct emergency response planning and make critical decisions related to various disasters.
- Build teams, supervise, and mentor staff across the Maintenance section; assist in personnel decisions and maintain appropriate documentation for personnel matters.
- Supervise staff and manage programs across various domains including planning, environmental resources, business administration, and customer service.
- Lead, develop, and motivate employees, helping them recognize their roles in achieving agency priorities while empowering them to pursue their professional aspirations.
- Possess a strong executive skill set including leadership, organization, strategic thinking, and organizational development.
- Be proactive and capable of managing a high volume of diverse tasks and projects.
- Demonstrated ability to be self-directed and adaptable in a dynamic environment.

- Recognize and oversee resolution of complex issues related to the road system.
- Ability to interpret technical information and policies.
- Familiarity with human resources and labor relations principles.
- Predictable and reliable attendance is essential, including the ability to respond during emergencies.
- Proficiency with MS Office Suite and other relevant technology.
- Knowledge of GIS and Maintenance Management Systems.
- Familiarity with King County and Washington State regulations.
- Possess a valid Washington State Driver's License.

Work Schedule: The standard work week is Monday through Friday, with occasional requirements for work outside of normal hours. This position is exempt from overtime pay.

Teleworking Requirement: This is a hybrid position with both teleworking and onsite responsibilities. Employees must maintain a workspace with internet access and reside within a reasonable distance to their worksite.
