Job Summary

The Fiscal Technician III plays a crucial role in maintaining the financial operations of the department. This position assists the Fiscal Manager in ensuring timely payment of provider invoices, expediting reimbursement from various funding sources, and ensuring compliance with Federal and State guidelines to secure future funding streams.

Key Responsibilities
  • Process invoices for purchased services and the Youth Center.
  • Record information in Excel spreadsheets for ACT 148 reimbursement.
  • Prepare reports for invoice submission to Federal and State Offices.
  • Monitor and track Federal IV-E eligible youth for invoicing.
  • Monitor and track TANF eligible youth for invoicing.
  • Monitor and track youth for Title IV-E administrative claims.
  • Manage the Restitution Fund, including monitoring, reconciliation, disbursement, and reimbursement.
  • Manage the Social Security Fund, including applications, tracking, disbursement, and reporting.
  • Liaise with the County Assistance Office for medical assistance, placement maintenance, and temporary aid to needy families.
  • Process and review child welfare and social security applications for entitlement, eligibility, completeness, and compliance with regulations.
  • Act as the HealthChoices coordinator, ensuring all children in care have optimal medical coverage.
  • Coordinate with the Domestic Relations office to ensure complaints for supports are completed for placed juveniles to offset county costs.
  • Work with the Unified Courts Interpreter Portal (LADC software) to document interpreter payments and assignments.
  • Foster an environment that promotes diversity, equity, and inclusion.
  • Ensure court orders have proper information for invoice accuracy.
  • Process bulk checks, ensuring correct amounts for juvenile accounts and resolving discrepancies.
  • Audit CPCMS financial entries, monitoring and correcting entries.
  • Research ACYS for IV-E juveniles to obtain funding for the County.
  • Coordinate with State and local auditors.
  • Access Infor for verification of invoice payments, vendor discrepancies, and reports.
  • Obtain and maintain required clearances, including FBI and PA Child Abuse History Clearance.
Qualification Requirements
  • High School Diploma or equivalent; 3 years of experience preferred.
  • Knowledge of accounting principles and practices.
  • Strong typing, data entry, record-keeping, and telephone skills.
  • Excellent oral and written communication skills.
  • Accuracy, attention to detail, organization, and ability to multitask.
  • Professionalism and commitment to treating people with dignity and respect.
  • Strong knowledge of MS Office products.
  • Ability to work independently and in a team setting.
  • Pass a thorough pre-employment background investigation, including a drug test.
