Job Summary

The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) Financial Specialist administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues.

Key Responsibilities
  • Lead the planning, preparation, justification, administration, analysis, forecasting, and monitoring of budget/financial information to ensure cost-effective support of Intelligence Community (IC) organizations and programs.
  • Oversee budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems.
  • Serve as ODNI's Contracting Officer's Technical Representative (COTR) for enterprise service contracts.
  • Coordinate the award fee process with ODNI components and Contracts on enterprise service contracts.
  • Provide acquisition strategies for ONDI contracts.
  • Help COTRs develop pre-award contract documentation (Acquisition Plan, Source Selection Plan, Statement of Work, etc.).
  • Lead and manage the development of financial management programs, practices, processes, and activities by applying expert knowledge of strategic planning principles that incorporate the vision, mission, and strategic objectives of IC organizations.
  • Identify areas of training where COTRs, Program Managers, and other ODNI personnel need additional information.
  • Schedule and conduct continuous learning sessions on these topics.
  • Review Monthly Status Reports (MSRs) and invoices to ensure vendors are complying with requirements of the Improper Payments Elimination and Recovery Improvement Act (IPERIA).
  • Maintain files for review by auditors.
Requirements
  • Must be a current permanent ODNI employee.
  • Mandatory Requirements:
    • Expert knowledge of the IC and its components, missions, and interrelationships, including the superior ability to lead broad-based teams regarding key IC financial management issues.
    • Knowledge of Federal Acquisition Regulations principles, concepts, and practices.
    • Knowledge of contract vehicles to include commercial item acquisitions, firm fixed price, and indefinite delivery indefinite quantity, and cost reimbursement.
    • Superior ability to conduct accounting, and financial reporting information; expert knowledge of financial principles, policies methods, techniques, and systems.
    • Knowledge of the Federal Contract budgetary process, funding practices, and legal requirements.
    • Knowledge of common acquisition business and industrial practices.
    • Strong understanding of contractor invoices.
    • Experience complying with audit requirements like the Improper Payments Elimination and Recovery Improvement Act (IPERIA).
    • Expert representational, oral, and written communication skills, including the ability to produce clear, logical, and concise products.
    • Superior organizational and interpersonal skills, and demonstrated ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment.
    • Superior ability to provide sound advice to, program managers, and executives pertaining to contracting programs, statutes, procedures, problems, and solutions.
    • Superior ability to write reports and correspondence in clear, concise language and in appropriate form and style to sufficiently document business decisions.
  • Desired Requirements:
    • Level I COTR or higher.
    • COTR Level I Certification.
    • FAC-COR Level I.
