Job Summary

The Public Health Nurse 1 plays a vital role in promoting and protecting the health of communities and populations within the Wayne County Government. This position requires a professional nurse to work in various health and community settings, assessing health needs, preventing and controlling disease, providing clinical care and case management, developing programs, policies, and partnerships to improve health outcomes, and ensuring access to healthcare services, particularly for underserved populations.

Key Responsibilities
  • Deliver Professional Nursing Services: Provide high-quality nursing care to the community, including children and adults, under the general supervision of a Public Health Nurse Supervisor and in accordance with Public Health and Clinical Care Services Division policies and programs.
  • Program Implementation: Provide services related to assigned programs in Public Health and Clinical Care Services division, including communicable diseases, STI/HIV, immunizations, lead program, health promotion, and maternal child health programs.
  • Community Outreach: Deliver services by telephone, in clinic settings, schools, and in various locations in the community depending on the program.
  • Health Education and Promotion: Provide consultation, health education, and promotion on topics of public health significance.
  • Outreach and Awareness: Conduct outreach activities to raise awareness and promote health literacy, delivering culturally and developmentally appropriate health promotion strategies focusing on underserved and at-risk populations.
  • Disease Prevention and Control: Conduct various activities in communicable disease prevention and control, including monitoring and investigating communicable diseases with the community, performing contact tracing and monitoring, implementing strategies for disease prevention and outbreak response.
  • Clinical Nursing Services: Provide clinical nursing services, including assessing and treating clients, developing care plans, performing screening and testing services, collecting and processing various specimens, administering vaccines, medications, and other therapeutic under standing orders.
  • Supply and Equipment Management: Ensure proper storage, handling, monitoring, and distribution of vaccines and therapeutics.
  • Health Systems Support: Assist in organizing and ensuring adequate supplies and equipment.
  • Infection Prevention and Control: Coordinate, support, and provide education to health systems and facilities on infection prevention and control.
  • Record Keeping and Data Management: Maintain detailed, accurate, and confidential records and documentation, including in electronic health records, surveillance, and data management systems.
  • Public Inquiries: Triage and address inquiries from the public, community, and healthcare providers.
  • Public Health Guidelines and Emerging Issues: Monitor and keep up-to-date on public health guidelines, nursing practice, and emerging public health issues.
  • Policy Adherence: Adhere to all policies, procedures, and guidelines, including internal and those associated with Michigan Department of Health and Human Services (MDHHS), Centers for Disease Control and Prevention (CDC), and other public health agencies.
  • Communication and Collaboration: Communicate effectively with clients, colleagues, community, and local and state partners through written, electronic, and verbal formats, and through presentations, training sessions, and meetings.
  • Information Management: Manage information (electronic, verbal, and written) according to Division policies and procedures to protect confidentiality and meet departmental and professional standards.
  • Quality Improvement: Engage in quality and process improvement efforts.
  • Community Partnerships: Identify community resources for health issues and concerns and develop community partnerships.
  • Care Coordination: Coordinate care, including client referrals and follow-up with individual client care plans, including results, treatments, and health education according to client needs.
  • Standing Medical Orders: Adhere to protocols to carry out standing medical orders, exercising professional judgment in the application of medical orders.
  • Professional Development: Promote the personal and professional development of self and team members.
  • Emergency Preparedness: Participate in Emergency Preparedness training and responses.Qualifications
    • Educational Requirements
      • A Bachelor's Degree in Nursing from an accredited college or university.
      • Licensed by the Michigan Board of Nursing to practice as a registered professional nurse in Michigan.
      • Valid State of Michigan driver's license.
