Mission Focus: You will be instrumental in developing the new National Background Investigation Services, enhancing existing background investigation systems.

Clearance: An active secret clearance is required, with the capability to obtain top secret clearance.

Location/Flexibility: This position offers remote work options.

Key Responsibilities:

  • Craft technical solutions for intricate challenges.
  • Support the establishment and maintenance of a comprehensive software development environment that encompasses the entire Software Development Lifecycle, employing current methodologies such as Continuous Deployment, Agile, and DevOps.
  • Design, develop, document, test, and debug application software.
  • Engage in multidisciplinary research and collaborate with cross-functional engineering and development teams in the planning, design, development, and utilization of Cloud-based capabilities for the creation, modification, and deployment of commercial-off-the-shelf (COTS) software.
  • Evaluate user needs and software requirements to assess design feasibility within time and budget constraints.
  • Collaborate with systems analysts, engineers, and cross-functional teams to design software and gather information on project limitations, capabilities, performance requirements, and interfaces.
  • Develop and modify software systems, utilizing scientific analysis and mathematical models to predict and measure design outcomes.
  • Oversee software testing and deployment to ensure compliance with specifications.
  • Assist the Scrum Master and Scrum Team by providing technical expertise in fulfilling contract deliverables.
  • Support the Chief Enterprise Architect, Release Train Engineer, Senior Leadership, and clients regarding software development best practices.
  • Facilitate Quality Assurance and Quality Control verification throughout all software development phases to ensure adherence to relevant policies, standards, and procedures.
  • Collaborate with government Product Owners, cross-functional teams, and client vendors to enhance rapid integration and interoperability of software.
  • Guarantee the quality of all services and deliverables associated with the contract.
  • Maintain high customer satisfaction and compliance with all applicable government and corporate policies.
Qualifications:
  • Education & Experience:
    • BS/BA with 8 to 10 years of relevant experience
    • MS/MA with 6 to 8 years of relevant experience
    • PHD with 3 to 5 years of relevant experience
  • Certifications:
    • Active/Ability to obtain Security+ or equivalent DoD 8570 IAT Level II certification (must be obtained within 6 months of starting)
  • Proficient in Agile Methodologies, Kanban Framework, and Waterfall.
  • Experience in modernizing IT systems or programs and transitioning to the cloud.
  • Familiarity with the AWS ecosystem and implementing cloud-native software solutions on AWS.
  • Experience with Cloud technologies, particularly AWS Services (Microservices, Lambda, SQS/SNS, S3, Cloudwatch, Dynamo DB, etc.), Git, and popular CI/CD tools.
  • Experience in CI/CD automation and/or DevSecOps practices to enhance delivery speed.
  • Knowledge and experience with Relational & NoSQL Databases (Oracle, PostgreSQL).
  • Full stack development experience with Java as a core competency.
  • Experience in developing Web Services / RESTful APIs and API Integration.
  • Familiarity with Jira and Confluence; developing user stories and identifying features based on client requirements.
  • Proactive and capable of thriving in a fast-paced Agile environment while delivering timely results.
  • Strong communication skills with the ability to convey technical issues clearly to both technical and non-technical audiences.
  • Commitment to operational excellence through process automation and the creation of maintainable, supportable, and testable solutions.
  • Aptitude for building collaborative relationships with customers, partners, and cross-functional teams, resolving issues swiftly and accurately.

  • Capability to effectively communicate technical information.
  • Experience in manipulating XML payloads to conform to predefined XSD schemas.
Desired Skills:
  • AWS Developer Associate Certification
  • Experience in implementing PaaS and CaaS platforms
  • Foundational experience with Virtualization/Containerization using Docker/Kubernetes
  • Experience in developing Java applications using the Spring Boot framework.
  • Knowledge of PKI, including digital signature and encryption of sensitive data.
Physical Requirements:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to lift up to 10-15 pounds at a time.
