**Position Overview**

The Port Authority of NY & NJ is seeking a dedicated professional to oversee the **Airport Maintenance Operations**. This role involves leading and managing the various facets of the Airport Maintenance Units while fostering collaboration with other airport and agency departments to fulfill organizational objectives.

**Key Responsibilities**
  • Overseeing a diverse team of approximately 200 personnel, including field maintenance staff, supervisors, management, and administrative employees across Structural, Mechanical, Electrical, and Environmental Units.
  • Utilizing available resources effectively to maintain the operational integrity and safety of Port Authority assets for the benefit of travelers, airport tenants, and staff.
  • Ensuring adherence to all regulatory standards governing the operation of the Port Authority's infrastructure, including compliance with FAA, NJDEP, EPA, NEC, NFPA, OSHA, and relevant building codes.
  • Developing and executing the Airport Maintenance snow emergency response strategy.
  • Managing maintenance operations related to emergency situations, including snow and other adverse weather conditions.
  • Participating in the planning, execution, and supervision of operational readiness and response strategies for airport emergencies and irregular operations, including weather events, security incidents, and construction-related disruptions.
  • Providing insights and support for contract documentation related to capital projects, redevelopment, sustainability initiatives, and tenant alterations.
  • Coordinating maintenance services with all Port Authority Units, emphasizing a positive customer experience.
  • Monitoring and assessing the performance of subordinate staff and contractors responsible for maintenance services.
  • Creating and managing an annual maintenance budget, ensuring alignment with approved funding and departmental priorities.
  • Ensuring compliance with established contract management protocols and overseeing administrative tasks such as budget preparation and contract administration.
  • Administering labor agreements and participating in grievance and disciplinary processes.
  • Reviewing and implementing recommendations from engineering studies to enhance daily maintenance practices.
  • Overseeing the transition of EWR's PM roster to the final environment in line with departmental and agency objectives.
  • Conducting regular inspections of facility properties, including tenant spaces, leveraging staff or contracted services as necessary.
  • Continuously evaluating the effectiveness of the maintenance management program and initiating necessary adjustments.
  • Ensuring compliance with Port Authority administrative policies and procedures.
**Minimum Qualifications**
  • Bachelor's degree in Engineering, Architecture, Aviation Administration, or Airport Management from an accredited institution.
  • Proven experience in managing daily airport, transportation, or logistical operations.
  • A minimum of three years' experience supervising a diverse workforce, including union and management staff, with a focus on development and disciplinary actions.
  • Experience in financial data analysis and management reporting tools.
  • Knowledge of FAA, OSHA, and applicable regulations related to airport infrastructure maintenance.
  • Experience in negotiation and conflict resolution concerning labor agreements.
  • Proficiency in Microsoft Word, Excel, Peoplesoft, Outlook, MS List, and SAP.
  • Availability to respond to airport emergencies 24/7.
  • Valid driver's license.
  • Strong communication skills, with the ability to convey complex information effectively to all levels of staff and external partners.
**Desired Qualifications**
  • Experience supervising both management and unionized staff.
  • Leadership experience in supporting airport facility operations.
  • Familiarity with Port Authority policies and procedures, including administration, budget, human resources, and maintenance protocols.
  • Ability to work effectively in a dynamic aeronautical and commercial environment with minimal supervision.
  • Thorough understanding of contract authorization procedures.
  • Knowledge of Computerized Maintenance Management Systems and their application in aviation facilities.
  • Experience in airport or facility maintenance operations, particularly in Mechanical, Structural, Electrical, or Environmental trades.
  • Demonstrated ability to integrate customer service needs into daily decision-making.
  • Excellent written and verbal communication skills, with experience engaging with senior leadership.
  • Strong interpersonal skills, fostering teamwork and cooperation with various stakeholders.
