Job Summary

We are seeking a highly skilled and experienced Construction Services Manager to join our team at the City of Kennewick (WA). As a key member of our Public Works Department, you will be responsible for overseeing the management and oversight of the Construction Section, including construction inspection and contract administration activities.

Key Responsibilities
  • Direct and supervise the activities of the Construction Section, ensuring compliance with sound engineering practices and applicable regulations.
  • Act as a mentor and technical resource for subordinate supervisors and staff, providing guidance and support to ensure successful project delivery.
  • Analyze solutions for problems and challenges related to construction activities in the right-of-way, ensuring timely and effective resolution.
  • Develop and monitor Section goals and objectives, ensuring efficient accomplishment of assigned tasks and responsibilities.
  • Review and provide input on design documents for public and private development work, ensuring constructability and conformance to industry and City standards.
  • Negotiate change orders and claims with contractors, ensuring timely and effective resolution.
  • Authorize change orders and progress payments within defined limits, ensuring compliance with City policy.
  • Represent the Public Works Department before citizens, interest groups, and governmental agencies, providing clear and concise presentations.
  • Respond to contractor and public concerns, recommending corrective action as needed.
  • Develop proposals and oversee the selection, negotiation, and administration of professional service agreements.
  • Prepare and monitor the Construction Section budget, ensuring effective financial management.
  • Coordinate activities with other City departments, ensuring seamless collaboration and communication.
  • Prepare reports and presentations for the Department, City Council, and other agencies, providing clear and concise information.
  • Participate in the development of and revisions to City engineering standards and specifications, ensuring compliance with industry and regulatory requirements.
  • Provide training and development opportunities for subordinate supervisors and staff, ensuring continuous improvement and professional growth.
  • Conduct performance evaluations, administer discipline, and participate in hiring, termination, and pay change recommendations for Section staff.
  • Maintain accurate and up-to-date records, maps, and construction project documents, ensuring compliance with regulatory requirements.
Requirements
  • Bachelor's Degree in civil engineering or a closely related field.
  • Minimum of five years of experience administering municipal engineering projects, including a minimum of two years of supervisory experience.
  • Extensive knowledge of civil engineering principles, municipal public works planning, design, and administration, contract management, and accounting and financial management.
  • Ability to make clear and concise presentations, plan and direct the work of subordinates, and communicate effectively orally and in writing.
  • Valid Washington State driver's license and ability to maintain regular attendance and punctuality.
