POSITION: Operations Engineering Project Leader

DIVISION: Operations

DEPARTMENT: Operations Engineering

UNIT/GRADE: Unit 9/Grade 25

PRIMARY OBJECTIVE:

This role involves overseeing engineering support initiatives for water and wastewater operational functions. Responsibilities include implementing operational modifications that affect service delivery, aiding in emergency response efforts, facilitating maintenance planning, supporting in-house design and construction projects, serving as a liaison for design and construction undertakings, assisting in the initiation of new or rehabilitated facilities, and providing engineering assistance for permit-related activities.

SUPERVISION STRUCTURE:

Operates under the general oversight of a Program Manager.

SUPERVISORY RESPONSIBILITIES:

Directly supervises assigned engineering personnel.

KEY RESPONSIBILITIES:

  • Delivers technical assistance and formulates project work plans to bolster operations, maintenance, and construction activities, ensuring minimal disruption to operations and surrounding communities.
  • Acts as the Responsible Person for the execution of Operations Plans, overseeing planned activities and monitoring for potential service disruptions.
  • Conducts analysis of transmission, distribution, and collection systems, utilizing hydraulic modeling and the Authority's databases to assess, monitor, and report on system conditions.
  • Oversees planning and engineering support, creating annual plans for various maintenance programs, including valve exercising and pipeline repair projects.
  • Develops specifications for maintenance and construction projects, coordinating contractor procurement and managing project implementation.
  • Coordinates Operations interests in Capital Improvement Program (CIP) and Current Expense Budget (CEB) projects, engaging in preliminary design and reviewing construction submissions.
  • Participates in emergency response for water and wastewater incidents, providing backup support during wet weather events.
  • Creates and updates standard operating procedures (SOPs) for various activities and equipment, ensuring staff training and equipment readiness.
  • Contributes to the preparation of Operations Facility Manuals to maintain accuracy and completeness of SOPs.
  • Serves as a liaison to communities during activities that may impact service.

ADDITIONAL DUTIES:

  • Performs related tasks as necessary.

MINIMUM REQUIREMENTS:

Education and Experience:

  • Bachelor's Degree in mechanical, civil, sanitary, or environmental engineering or a related discipline; and
  • Five (5) to seven (7) years of experience in maintenance, operations, and engineering of large diameter pipeline systems or metropolitan water/wastewater systems; or
  • Any equivalent combination of education and experience.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

  • In-depth knowledge of water supply or wastewater collection engineering, including hydraulics, system modeling, and maintenance procedures.
  • Ability to collaborate effectively within a project team and maintain productive relationships with external stakeholders.
  • Experience with GIS, AutoCAD, SCADA, and hydraulic modeling software is preferred.
  • Proficiency in Microsoft Office Suite and project management software is required.
  • Strong interpersonal, verbal, and written communication skills.

SPECIAL REQUIREMENTS:

Must possess a valid Massachusetts Class D Motor Vehicle Operator's License. A Massachusetts Registered Professional Engineer's License is preferred. Availability for emergency response and participation in an on-call rotation may be required.

TOOLS AND EQUIPMENT:

Standard office equipment, including personal computers and related software.

PHYSICAL DEMANDS:

Regularly required to use hands for various tasks, stand, walk, and occasionally lift items up to 25 pounds.

WORK ENVIRONMENT:

Primarily office-based with occasional outdoor work in varying weather conditions. Exposure to mechanical parts and potential hazards may occur.
