The City of Troy operates under a council-manager governance structure. The City Council appoints the City Manager and City Attorney. The City Manager serves as the chief administrative officer of the City government and is accountable to the City Council for the effective management of all City departments, excluding those under the City Attorney's jurisdiction.

The City Manager's Office comprises five roles: City Manager, Assistant City Executive, Assistant City Manager, Office Manager, and Management Analyst. All members collaborate as a team to ensure objectives are achieved. The City has over 20 administrative officers reporting to the City Manager through the Assistant City Executive, Assistant City Manager, and others. The Assistant City Executive leads personnel and oversees processes to guarantee the effective management of their designated departments.

KEY RESPONSIBILITIES
  • Act as the City Manager in their absence.
  • Assume complete management responsibility for designated functions, services, and activities of the City, including supervising assigned departments; provide guidance to staff on executing City Council policy and direction, ensuring that City Council and City objectives are met by departments.
  • Oversee the formulation and execution of goals, objectives, and priorities for each assigned service area; recommend and implement policies and procedures.
  • Evaluate and monitor workload, administrative and support systems, and internal reporting relationships for assigned responsibilities; identify areas for enhancement; direct and implement improvements.
  • Contribute to the preparation, coordination, and presentation of the City's annual budget.
  • Engage in the development of City goals, objectives, policies, and priorities; incorporate community feedback into goals and objectives for the City Manager's and City Council's endorsement; develop new policies in collaboration with the City Manager; consult with Department Directors and staff regarding significant policy and procedural modifications.
  • Oversee and direct various special projects; facilitate project activities and resolve issues; develop and submit project reports to the City Manager.
  • Coordinate and participate in providing responsible staff assistance to the City Manager, City Council, and other City boards and commissions as assigned; attend City Council meetings and other public gatherings to assist or represent the City Manager.
  • Provide leadership to promote organizational goals and initiatives related to cultural competence.
  • Perform other related duties as assigned.
QUALIFICATIONS
  • Bachelor's degree in public administration or a related field from an accredited institution.
  • Ten (10) years of recent relevant full-time work experience with at least five (5) years in a leadership role.
  • Equivalent combinations of education and experience will be considered.
  • Applicants must possess a valid Michigan driver's license with a good driving record (based on City of Troy standards). Out-of-state applicants must provide a current driving record at the time of application and obtain a State of Michigan license within one (1) month of appointment.
  • As a condition of employment, the successful candidate must pass a pre-employment physical and drug screening (including marijuana).
PREFERENCES
  • Experience as a municipal chief administrative officer in Michigan.
  • Relevant academic or professional certifications or credentials.
  • Master's degree from an accredited institution in a relevant field.
  • Membership and active participation in the International City/County Management Association (ICMA) and Michigan Municipal Executives (MME).
WORK SCHEDULE:
  • Full-time, year-round.
  • Forty (40) hours per week, Monday-Friday (8:00 am - 4:30 pm; standard hours).
  • Hours may vary for meetings, programs, or special events.
  • Remote work available upon approval.
