POSITION OVERVIEW:

Charles F. Day & Associates is in search of a skilled professional to take on the role of Financial and Logistics Coordinator. This role is subject to government authorization.

Work Location: Arlington, VA

Security Clearance: Secret

ESSENTIAL QUALIFICATIONS:
  • A Bachelor's degree is essential, ideally in Accounting, Logistics Management, or Business Administration.
  • At least six (6) years of experience at the staffing or action officer level within the Department of Defense (DOD) or other federal entities.
  • Proficient in DoD budgeting processes within federal organizations.
  • Demonstrated expertise in the Planning, Programming, Budgeting, and Execution (PPBE) framework, focusing on budget management and resource distribution for acquisition initiatives.
  • Proven experience with the DoD PPB&E framework.
  • In-depth knowledge of Department of Defense components regarding Program Objectives Memorandum (POM) for resource allocation decisions.
  • Comprehensive understanding of supply items, including National Stock Numbers (NSN), Approved and Non-Approved Item Names, and relevant Manufacturer and Distributor details.
  • Experience in supporting procurement, storage, maintenance, inventory management, and transportation of Strategic National Stockpile (SNS) assets.
  • Expertise in managing the purchase, accountability, acquisition, inventory oversight, maintenance, transportation, and final disposition of assets.
  • Familiarity with DoD budgeting, logistical strategies, protocols, and standard operating procedures for executing logistics functions.
PREFERRED QUALIFICATIONS:
  • Experience as a Property Book Officer (PBO) or relevant logistics supply training and certifications.
  • Certification in Property Book Unit Supply Enhanced (PBUSE).
  • Proven track record in authoring, coordinating, and publishing DOD policies, doctrines, or official Naval Correspondence (MCOs, MarAdmins).
  • Experience in drafting Information/Decision Papers and preparing briefs for executive-level leadership within DOD and other federal agencies.
KEY RESPONSIBILITIES:
  • Provide regular updates and analyses on fund status for civilian and non-civilian payroll, utilizing the Program Budget Information System (PBIS) and other relevant databases.
  • Conduct necessary analyses and evaluations of new and existing funding requirements for civilian and non-civilian personnel, recommending modifications to current support concepts and resources.
  • These evaluations should include recommendations to assist the LE Branch in making informed decisions regarding Planning, Programming, Budgeting, and Execution (PPBE) submissions and civilian labor dollar forecasting and execution.
  • Prepare after-action reports, summaries, or informational briefs for the LE Branch related to civilian labor funding and execution.
  • Maintain current approved equipment lists or Approved Product Lists (APLs), validating APLs annually by NSN or Item number and providing a list of compliant vendors.
  • Facilitate the Family of Law Enforcement Equipment (FoLEE) Integrated Product Team (IPT) and community working groups (WGs), conducting annual reviews of existing APLs and recommending enhancements and technological advancements.
  • Support an annual FoLEE community working group or IPT.
  • Conduct an annual review of FoLEE items and identify potential transitions into formal programs of record.
