Position Overview:
The City of Marshall is seeking a dedicated Property Assessment Specialist to join our team. This role will also encompass administrative responsibilities as a Development Support Assistant.

The ideal candidate will exhibit exceptional customer service abilities, meticulous attention to detail, strong organizational skills, and the capacity to manage multiple tasks while providing support to staff and engaging with the community.

Key Responsibilities:
Property Assessment Duties:

- Execute specialized, technical clerical tasks related to the upkeep of real and personal property assessment records and associated documentation for taxation purposes.
- Serve as the primary data entry operator for the Assessment Department.
- Engage in direct communication with the public via in-person and telephone interactions, providing a range of information regarding property taxation and assessment methodologies.

Note: This role does not involve physical property inspections or valuations.


Development Support Duties:

- Perform a variety of confidential administrative and support tasks for the Economic Development department, requiring a comprehensive understanding of departmental and organizational policies.
- Prepare and distribute meeting agendas, packets, and minutes.
- Assist and guide potential clients and developers, address administrative inquiries, and prepare various administrative documents.


Work Schedule:
Full-time position; standard hours are Monday to Friday, 8:00 a.m. to 4:30 p.m. This position requires on-site attendance.

Essential Functions:
Assessment Responsibilities:

- Provide clerical and administrative support to the City Assessor.
- Accurately input assessment data into the tax software system, ensuring high precision.
- Maintain and update the assessment data within the software system.

- Review assessment records for accuracy and completeness, ensuring compliance with state regulations.

- Address inquiries from the public and other stakeholders regarding property characteristics and assessment laws.


Development Responsibilities:

- Offer a wide range of administrative support for the Economic Development department, including managing communications and resolving inquiries.
- Prepare meeting materials for various boards and authorities as directed.

- Maintain organized records and assist in the preparation of reports and grant applications.


Qualifications:
- An Associate's degree in Administrative Assistance or a related field is required.
- A valid Certified Assessment Technician (CAT) certification or the ability to obtain it within three years of employment.
- A minimum of three years of experience in an advanced administrative role.
- Proficiency in Microsoft Office applications is essential.

- Knowledge of property assessment practices and relevant tax laws.
- Strong organizational and communication skills, with the ability to manage multiple priorities effectively.
- Ability to maintain confidentiality and handle sensitive information appropriately.
- Must be detail-oriented and capable of recognizing and correcting errors.
