Procurement Operations Director

Job Summary:

The Procurement Operations Director will oversee a centralized Procurement Services Section that provides customer support in the management and acquisition of materials, goods, and services for assigned user departments. This role is responsible for developing and implementing procurement and material management policies and procedures to facilitate a customer-oriented procurement operation.

Key Responsibilities:

  • Manage a staff of direct reports and subordinates to effectively implement procurement strategies and policies.
  • Develop and implement procurement and material management policies and procedures to facilitate a customer-oriented procurement operation.
  • Administer the implementation and coordination of procurement policies and their incorporation into the overall planning of user department activities.
  • Interface with operating departments' senior staff and executives to provide procurement strategies for complex contracts and initiatives.
  • Manage, train, and develop personnel to effectively and efficiently carry out procurement functions.
  • Ensure post-award support for user departments in their management of contracts.
  • Provide proactive administration of acquisition strategies to ensure appropriate service levels for department operations, system maintenance, and overall MTA safety.
  • Review, recommend, and develop policy and procedural changes and alternate strategies regarding the procurement function based on operational performance analysis.

Requirements:

  • Bachelor's degree in Business, Law, Public Administration, or a satisfactory equivalent.
  • Master's degree in a related field.
  • Familiarity with the MTA's policies and procedures.
  • Strong managerial skills to effectively direct a staff of professional and technical employees.
  • Demonstrated ability to complete short- and long-term projects effectively and efficiently.
  • Proficiency in Microsoft Office Suite or comparable applications.
