Fiscal Program Specialist Job Description

About the Role:

The Idaho Department of Agriculture is seeking a highly skilled Fiscal Program Specialist to join our team in Boise, Idaho. As a key member of our Fiscal/Support Services team, you will be responsible for performing various financial-related duties, including application of accounting principles and practices, processing cash receipts, allocations, and payables, and maintaining the agency inventory system.

Key Responsibilities:

  • Allocate and process expenditure transactions, including purchasing cards and travel claims, ensuring compliance with statute, regulations, and policies.
  • Review expenditures against available funding, redistribute costs as necessary, and communicate policies and procedures to department staff.
  • Utilize web-based accounting programs for job functions, including preparing and entering interagency payments.
  • Analyze, audit, and prepare monthly WEX billing, reports, and payments, as well as monthly postage allocations.
  • Prepare and enter semi-annual sales tax payments to the Idaho State Tax Commission.
  • Receive and prepare checks and cash for daily deposit, analyze receipts, and record them into internal receipting programs and STARS.
  • Reconcile and process all NSF checks, maintain files and paperwork associated with cash receipts, and prepare deposits for EFTs and Access Idaho Credit Card Adjustments.
  • Utilize the statewide Fixed Asset System in Luma to enter, review, retrieve, and update data to track all assets with a cost of $2,000 or greater by assigned category.
  • Prepare and review State Surplus Property Disposal Authorization Forms, ensuring property disposals are in conformity with state requirements and guidelines.
  • Analyze the effectiveness of existing procedures, suggest improvements, and research and analyze data for accuracy, trends, and variances.
  • Create and maintain electronic programs that replace manual operations used to prepare forms, reconciliations, and reports.
  • Prepare working papers as needed and create complex ad hoc financial reports for management and Financial Officer.

Requirements:

  • Some knowledge of management practices, typically gained by completion of one three-credit or equivalent upper-division college-level course or approximately 60 hours or equivalent of management training.
  • Program or project planning and implementation experience, typically gained through at least one year of experience on a committee or with a group that involved program planning and implementation.
  • Experience developing and evaluating policies and procedures, typically gained through six months of experience writing or assisting in the review/auditing and developing of policies, procedures, field memorandums, directives, or post orders.

Desirable Qualifications:

  • Good knowledge of financial record-keeping methods.
  • Experience working in an Enterprise Resource Planning (ERP) system.
