POSITION PURPOSE:


The Senior Project Controls Specialist aids project managers in overseeing project schedules and budgets, providing insightful analyses that reflect historical data while forecasting future performance.

Collaborate with Project Managers (PMs) and the project team to proactively manage projects, ensuring successful outcomes. Develop, maintain, monitor, and execute intricate project performance baselines. Prepare project estimates and conduct cost analyses to assess project health. Identify potential impacts and assist in formulating recovery plans. Support project organizational and administrative tasks while assisting Regional Managers with their responsibilities. Conduct a wide range of cost estimating functions, including the development of proposal Work Breakdown Structures (WBS) and schedules.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


Establish cost and schedule performance baselines that include clearly defined scope, assumptions, deliverables, Work Breakdown Structure, and an integrated critical path schedule that is resource-loaded.

Develop schedule activities based on the defined scope of work.

Assist the project manager in determining activity sequencing and durations, and help identify milestones to support the project schedule while developing a comprehensive project plan.

Implement Earned Value Management System (EVMS) performance standards, controls, and reporting aligned with the defined project planning strategy.

Conduct schedule monitoring, identifying critical activities and updating functions for specific applications, disciplines, or specialties.

Assist in developing requirements for schedule updates and monitoring, including creating metrics to ensure accurate status assessments of project schedules.

Prepare progress and performance reports regarding schedule, staffing, and quantities for assigned projects.

Manage assigned projects, maintaining cost and schedule data, projections, reports, and other activities throughout project execution.

Support PMs in managing procurement actions, including accruals, invoicing, and costing.

Perform forward-looking analyses on the project.

Generate accurate Estimate at Completion for detailed project costs and conduct monthly project fee analyses using various techniques, including bottoms-up estimates, CPI estimates, and straight-line estimates.


Prepare project projections for corporate forecasting reports utilized for predicting the company's revenue, profit, and project backlog.

Continuously seek improvements and enhancements to current project management methodologies.

Demonstrate proficiency in identifying, analyzing, and providing innovative solutions to cost engineering, planning, and scheduling challenges.

Offer non-routine cost engineering, planning, and scheduling guidance to projects. Identify cost trends for management attention, ensuring that work is completed as scheduled.

Manage, track, and review change orders, ensuring they are analyzed and incorporated into the EAC and fee profit analysis.

Estimate and/or price additional work items, change orders, credits, etc.


Formulate effective communication and reporting requirements (as defined by the PM, corporate policy, and customer needs) that outline the current status of a project in relation to the project performance baseline, reasons for deviations, and assist in implementing corrective action plans.

Determine the schedule of values (SOV) for projects and collaborate with accounting on client invoicing, which may include maintaining necessary billing documents. Responsible for reviewing invoices for accurate billing revenue.

Assist with a comprehensive analysis of projects post-completion.

Support estimating in the development of WBS and schedules.

Assist in gathering and compiling data for estimates, ensuring all working documents and data are maintained to support estimate figures.

Interface with standard company business systems (Primavera P6 scheduling, Deltek Costpoint cost accounting system, Deltek Cobra, NWG Dashboard, etc.)

Occasional travel within the U.S. to project sites and client locations to verify project conditions.

Collaborate as part of a team to evaluate business opportunities, conduct risk assessments, and make bid/no-bid decisions.

ADDITIONAL DUTIES AND RESPONSIBILITIES:
Mentoring of junior staff

Provide additional administrative support to projects as required

MINIMUM QUALIFICATIONS:

Education and Experience:
Bachelor's Degree in management, finance, or a related field.


A minimum of 7 years of project controls experience in engineering, environmental, and construction projects is required, including preparation of cost estimates to completion utilizing bottoms-up ETC analysis and forecasting using other PMI-approved methods, along with demonstrated experience in project planning and scheduling, cost control, risk analysis, cost estimating, and EVMS.


Skills and Abilities:
Familiarity with Project Controls EVMS processes and project management software such as

Primavera P6, COBRA, and Deltek Cost Point.

Experience in Cost Estimating, including the development of detailed cost estimates.

Knowledge of various contract types, including FFP, FUR, CPFF, and T&M.

Experience with Heavy civil, Commercial, DOD, DOE, CORR of Eng, Environmental Remediation, and Demolition preferred.

Excellent interpersonal skills; ability to work effectively and collaboratively with all levels of management,

staff, and clients.

Strong oral and written communication skills; ability to effectively present information and

respond sensitively to inquiries from clients, managers, staff, and the general

public.

High degree of sensitivity regarding confidential client and employee information.

Ability to advocate for and enforce company policies, procedures, and employee programs.


Ability to work independently, as well as part of a team, exercising good judgment, working under pressure, and prioritizing workload with minimal supervision.

Proficiency with computer applications, including MS Office Suite.

Knowledge of Controller Financial Information System (CFIS) standard reports.

PREFERRED QUALIFICATIONS:
Ten (10) or more years of experience as a Project Controls Engineer.

Experience with EcoSys preferred.

A financial background is preferred.

PHYSICAL DEMANDS:
This position is primarily sedentary.

While performing the duties of this job, the employee will be seated for extended periods but will also be required to stand, walk, and communicate verbally.

The employee is often required to use hands or fingers to handle, feel, type, and reach with hands and arms.

The employee must occasionally lift and/or move up to 15 pounds.
