ROLE OBJECTIVE:
Oversee and coordinate the comprehensive range of Project Controls functions for the EPC project.

Accountable for managing Project Control operations, including scheduling, budgeting, estimating, risk management, reporting, contract oversight, and administrative support.


KEY RESPONSIBILITIES:
1. Lead the formulation of project-specific Project Controls execution strategies.

2. Collaborate with Project Management on reporting, project control functions, and additional services.

3. Facilitate and supervise the risk assessment, mitigation, and contingency planning processes for the Program.

4. Coordinate and disseminate essential project reports, encompassing progress, cost, and schedule.

5. Ensure seamless integration between estimating, cost control, planning/scheduling, and risk management functions within projects.


6. Supervise the creation of procedures for various project control activities, including budget preparation, forecasts, progress validation, and related cost engineering and planning/scheduling tasks.


7. Manage cost engineering functions, including the development and implementation of cost control systems, invoice processing, monthly cost reporting, trending, cost variance analysis, funding budgets, and cash flow management.


8. Oversee cost estimating and forecasting activities, including periodic project re-estimates and cost benchmark metrics.


9. Supervise planning & scheduling tasks, including the development of project schedules, monitoring progress and performance, addressing schedule deviations, and managing internal audits of critical commercial internal control systems.

10. Ensure proper tracking, confirmation, and handoff of invoices to Accounts Payable.

11. Oversee cash calls and forecasts in collaboration with Finance, including revenue recognition on projects.

12. Manage contract administration activities related to change control on projects.

ADDITIONAL RESPONSIBILITIES:
1. Mentor junior staff

2. Provide additional administrative support to projects as necessary

MINIMUM REQUIREMENTS:

Education and Experience:
Bachelor's Degree Required

Minimum 7 years of experience in engineering, environmental, and construction projects with a focus on project controls.


Minimum 7 years of experience in preparing cost estimates to completion using bottom-up ETC analysis and forecasting utilizing PMI-approved methods.


Minimum 7 years of demonstrated experience and understanding of project planning and scheduling, cost control, risk analysis, cost estimating, and EVMS.


Skills and Competencies:


Proven ability to lead a team responsible for planning, scheduling, cost control, risk analysis, and cost estimating activities with EVMS.

Ability to analyze and interpret cost and schedule reports, data, and trends.

Proficient in software such as Primavera planning/scheduling (P6) is required.

Strong technical skills in all Microsoft software, particularly Excel.

Able to work effectively in a diverse cultural environment.

Demonstrated interpersonal and team-building skills.

PREFERRED QUALIFICATIONS:
Experience with EcoSys is preferred.

A financial background is preferred.

PHYSICAL REQUIREMENTS:
This position is primarily sedentary.

While performing the duties of this role, the employee will be required to sit for extended periods but may also need to stand, walk, and engage in communication with others.


WORK ENVIRONMENT:
Work is typically conducted indoors in an office setting.
