Position Purpose:

Under the guidance of the Assistant Director of Engineering, the Capital Projects Accounting Specialist will support the Assistant Director in the development and execution of the capital investment program for Water and Wastewater Utilities.

This pivotal role will significantly influence the daily management of the capital improvement program, fostering organization, standardization, efficiency, and collaboration for the benefit of the engineering department, utility, and our customers.


Primary Duties/Responsibilities:

Monthly Accruals:

Collaborate with Project Managers (PMs) to prepare and submit accruals for completed work that has not yet been invoiced, ensuring that current month expenditure reports accurately reflect actual work activity.

Independently track project expenditures against the budget.

With assistance from project managers, create change requests in the project portfolio management (PPM) system (PeopleSoft) for projects anticipated to exceed the approved budget.

Identify and rectify mis-coded costs.


Address errors monthly in the asset accounting system (Power Plan) when new assets are created and projects are activated.

On a monthly basis, input unit estimates to create new assets and retire obsolete assets for all blanket projects (i.e., projects with recurring, repeated work) in Power Plan.


Collaborate with project managers to input unit estimates for new asset creation in Power Plan and for projects in service in a timely manner.


Prepare, along with PMs, and/or review and update unit estimates in the asset accounting system for all projects prior to activation.


Work with project managers to revise start and end dates for project activities in PPM and adjust project budget plans as necessary when actual expenditures are expected to differ from the approved budget.

Prepare Capex reports for rate surcharge (DSIC) filings (every six months) and Rate Case filings (every two to three years). This involves retrieving data from various systems and preparing customized reports.

Collaborate with Transmission & Distribution and Meter departments to update monthly installed units for Blanket Projects.

Review payment requests and purchase order requisition coding before submission for approval.


Coordinate with the procurement department to prepare procurement forms for projects, including PRF, task orders, purchase orders, change orders, and new vendor forms.


Keeper of Engineering Records:
Organize the existing engineering file directory and establish a folder structure for all new projects, ensuring it remains orderly. Collaborate with project managers to ensure project-related files are saved in the appropriate directories.


Supervise the requisition process performed by the Engineering Department administrative assistant, providing coding for requisitions and payment requests in the accounts payable system as needed.

Prepare transfer (reclass) requests to transfer entries as necessary and coordinate with accounting for processing.

Develop workflow process flowcharts for standard engineering department functions and review them with department employees.

Train new department employees on comprehensive engineering department functions and processes, including systems.

Create new project requests and funding projects in PPM.


Prepare monthly Capex actual expenditure reports and collaborate with PMs and program managers to update Capex forecasts, currently in Excel and in the future in PPM (PeopleSoft) and ePBCS (Oracle).

Coordinate with PMs and other departments to gather their capital needs for the annual capital planning process. Prepare the capital requests and work with engineering managers to update the capital plan in PPM and ePBCS.

Regularly prepare PowerPoint slides to communicate information to upper management and other stakeholders (internal/external).

Identify opportunities for continuous process improvements within the department and collaborate with management for implementation.
