About the Role:

The Director of Human Resources and Organizational Development will lead the Human Resources Department, overseeing employee relations, labor relations, recruitment, classification, compensation, benefits administration, training, and organizational development for Deschutes County. This role requires a strategic thinker with expertise in human resources functions, labor relations, and organizational development. The ideal candidate will possess strong analytical and problem-solving skills, excellent communication and interpersonal skills, and the ability to work effectively in a fast-paced environment.

Key Responsibilities:

* Directs the staff and operations of the Human Resources Department
* Provides professional advice and counsel to County staff and management
* Directs recruitment and selection, employee benefits, EEO compliance, compensation and classification, personnel processing and HRIS, personnel policies, training and development, performance evaluations, contract administration, labor relations and employee relations
* Directs the assessment, planning, development, and evaluation of HR programs and services

Requirements:

* Bachelor's degree in Human Resources Management, Business, or Public Administration
* Six years of increasingly responsible experience in human resources management, including four years of supervisory experience
* Possession of current human resources certification is preferred
