Senior Manager of AI Capability Assessment (ACE), TASP Center

RAND's Technology and Security Policy Center is seeking a highly skilled Senior Manager to oversee the AI Capabilities Evaluation (ACE) initiative. This position will play a pivotal role in evaluating the functionalities of advanced AI systems across various sectors. TASP is dedicated to scrutinizing the implications of significant, dual-use technologies—such as artificial intelligence and biotechnology—on global dynamics and security. The center is committed to formulating policy and technological strategies to bolster the competitiveness and security of the United States, its allies, and the global community.

Key Responsibilities Include

Operational Leadership: Direct the strategic planning and implementation of the ACE project. Oversee budgets and schedules to ensure timely project delivery. Talent Acquisition and Management: Collaborate with TASP leadership and project heads to effectively staff and budget the ACE initiative. Communication and Publication Oversight: Partner with ACE project leaders to manage and monitor the development of products and publications through the quality assurance and publication processes. Event Coordination: Plan and execute ACE project events, liaising closely with RAND facilities and support teams. Contract Management: Initiate and monitor subcontracts, independent service agreements, supplier contracts, and purchase orders.

Required Qualifications

Proven experience in team formation and leadership, encompassing both junior and senior personnel. Ability to navigate and operate within complex organizational frameworks. Strong analytical and problem-solving capabilities, with a focus on identifying and implementing operational enhancements. Exceptional leadership attributes, with a strong commitment to diversity, equity, and inclusion, fostering a collaborative work environment. Outstanding communication skills, with the ability to engage effectively with a diverse range of stakeholders.

Educational Background

Minimum: Bachelor's degree; Master's degree preferred.

Professional Experience

Minimum of 8 years, with a preference for 10 years of relevant experience.

Security Clearance Requirements

US Citizenship is necessary to obtain and maintain a Department of Defense Security Clearance. While the ability to secure clearance is preferred, it is not mandatory.

Work Location

While a hybrid or flexible work arrangement is favored, fully remote options may be considered within the United States.

Salary Range: $100,100 - $179,700

Project Manager III: $100,100-$152,400

Project Manager IV: $117,700-$179,700

RAND evaluates various factors when determining compensation, including the specific role and responsibilities, a candidate's experience, education, skills, and internal equity considerations. The salary range encompasses base pay plus RAND's sabbatical pay, which provides additional compensation during vacation periods. Furthermore, RAND offers comprehensive benefits, including health insurance, life and disability coverage, a savings plan, paid time off, and more.
