D.R. Horton, Inc. is currently seeking an Engineering Project & Entitlements Manager. The ideal candidate will be tasked with managing and facilitating entitlements and engineering processes for all new acquisition ventures. Responsibilities include performing engineering functions in planning and design during due diligence and land development phases for new residential construction projects.

Key Responsibilities include, but are not limited to:
  • Overseeing the complete entitlement process, including plan reviews, city or county approvals, and more.
  • Conducting thorough reviews and analyses of entitlement statuses for potential acquisitions, ensuring due diligence information is assessed with completion timelines in mind.
  • Maintaining all previously approved land use and development entitlements.
  • Managing the completion, submission, and approval of construction plans, which involves soliciting bids from engineers and consultants, and coordinating submissions.
  • Coordinating public hearings, including variances and amendments.
  • Assisting land acquisition teams by analyzing project concepts to develop strategies for site and product design for new acquisitions.
  • Gathering information for new projects and reviewing reports, drawings, maps, blueprints, soil tests, and other relevant data.
  • Creating feasibility reports that summarize site conditions and document available utilities for each project.
  • Presenting recommendations to address site concerns during land plan preparations.
  • Collaborating with Acquisition and Development teams to establish initial site development budgets.
  • Providing forecasts to public utility companies regarding load demands for new developments.
  • Supervising the utility design process and determining the portions of builder design for utility installation contracts.
  • Conducting all business in a professional and ethical manner to enhance customer service and increase company goodwill and profitability.
  • Researching comparable properties in the area, preparing applications, and representing the company in tax appeal hearings.
  • Participating in meetings with city staff and the Development team, as well as public hearings or neighborhood meetings.
  • Reviewing impact fee agreements, school agreements, and related documents.
  • Collaborating with Land Acquisition staff to prepare proformas for corporate approval.
  • Willingness to travel overnight as required.
Supervisory Responsibilities
  • Supervises two or more employees.
Qualifications

Education and Experience
  • Bachelor's Degree (B.S.) in Civil Engineering.
  • Two to four years of relevant experience in engineering or related training.
  • Exceptional public speaking and presentation abilities.
  • Strong teamwork skills.
  • Ability to maintain focus under pressure and meet tight deadlines with accuracy and attention to detail.
  • Capability to apply common sense in executing instructions provided in written or oral form.
  • Proficiency in MS Office and email applications.
Preferred Qualifications
  • At least five years of residential development (field) experience.
  • Strong communication skills.
