Position Summary

D.R. Horton, Inc. is seeking an Engineering Project and Entitlements Manager. The ideal candidate will be responsible for managing and facilitating the entitlements and engineering processes for all new acquisition projects. This role involves performing engineering tasks related to planning and design during the due diligence and land development phases for new residential construction initiatives.

Key Responsibilities

  • Oversee the entire entitlement process, including plan reviews, revisions, and securing city or county approvals.
  • Conduct ongoing detailed reviews and analyses of entitlement statuses for potential acquisitions, ensuring due diligence information is assessed with completion timelines in mind.
  • Maintain all previously approved land use and development entitlements.
  • Manage the completion, submission, and approval of construction plans, including soliciting bids from engineers and other consultants.
  • Coordinate all public hearings, including variances and amendments.
  • Assist land acquisition teams by analyzing project concepts to develop strategies for site and product design for potential new acquisitions.
  • Gather and analyze information for new projects, including reports, drawings, maps, blueprints, and geological data.
  • Create feasibility reports that summarize site conditions and document available utilities for each project.
  • Present recommendations to address site concerns during land plan preparation.
  • Collaborate with Acquisition and Development teams to establish initial site development budgets.
  • Provide utility companies with forecasts for load demands required by new developments.
  • Supervise the utility design process and determine portions of builder design for contracting utility installations.
  • Conduct all business in a professional and ethical manner to enhance customer satisfaction and promote company goodwill.
  • Research comparable properties in the area and prepare applications for tax appeals, representing the company in hearings.
  • Participate in meetings with city staff and development teams, as well as public hearings or neighborhood meetings.
  • Review impact fee agreements and school agreements.
  • Work with Land Acquisition staff to prepare financial proformas for corporate approval.
  • Travel overnight as required.

Supervisory Responsibilities

Supervises two or more employees.

Qualifications

Requires a Bachelor’s Degree (B.S.) in Civil Engineering and two to four years of related experience in engineering or training. Candidates should possess excellent public speaking and presentation skills, the ability to work collaboratively within a team, and the capacity to perform under pressure while meeting tight deadlines with accuracy and attention to detail. Proficiency in MS Office and email is essential.

Preferred Qualifications

Experience in residential development (field) of at least five years and strong communication skills are preferred.
