Overview: The Facility Planner plays a crucial role in supporting the operational goals of various Business Lines within NAVFAC Pacific. This position is integral to ensuring effective planning and management of facilities.

Key Responsibilities:

  • Deliver comprehensive master and facilities planning advice, including the development of master plans and work classifications for facilities projects.
  • Conduct thorough evaluations to prepare, update, and verify Property Records (PRs).
  • Draft, revise, and confirm Facility Requirements Plans, including justifications for Basic Facility Requirements (BFR) and Facility Planning Documents (FPDs).
  • Generate and refine project documentation, including DD1391s, Form 22s, Form 42s, site maps, economic assessments, site approval requests, and cost estimations.
  • Develop project proposals to address identified deficiencies and surpluses.
  • Create and validate land use plans that ensure compatibility across various functional categories, such as operations, warehousing, and community support.
  • Identify and document potential development constraints and encroachment issues.
  • Formulate and validate Installation and Area Development Plans, identifying sites for future facilities and opportunities for existing facilities.
  • Assist the Facilities Inventory Program Manager with Class II Real Property issues, providing guidance and recommendations for improvement.
  • Review technical work completed by others for compliance with established standards and provide written feedback.
  • Contribute to the development of training materials for master and facility planning, as well as conduct training sessions.
  • Perform additional duties as assigned.

Minimum Qualifications:

  • Bachelor's degree from an accredited institution.
  • Over 5 years of experience in Department of Defense planning and/or facility inventory.
  • Experience with Navy planning and/or facility inventory is preferred but not mandatory.
  • Must be a U.S. citizen.
  • Background check is required.
