Job Summary:

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Congressional Affairs in Washington, DC.

The local commuting area is defined as the area surrounding the duty station by which people reasonably travel back and forth from home to work.

Responsibilities:

  • Develops and oversees the most critical legislation strategies involving agency budgetary and legislative proposals.
  • Proactively presents CBP's initiatives to the appropriate and relevant congressional interests in seeking passage of identified and approved budgetary and legislative priorities.
  • Oversees the preparation of statistical and narrative information and specific responses to congressional inquiries concerning CBP funding requests, legislation, or policy.
  • Keeps informed of significant scheduled events including congressional hearings and legislative activities.
  • Ensures that senior agency managers are provided with clear and concise analysis and interpretation of legislation, reports, testimony, statements, and hearings relevant to CBP.
  • Prepares CBP witnesses for congressional hearings, briefings, and meetings.
  • Produces highly competent written works including testimony, statements, letters, and other information material.
  • Prepares and conducts briefings, congressional hearings, conferences, and meetings for high-level audiences.

Requirements:

  • You must be a U.S. Citizen to apply for this position.
  • Males born after 12/31/1959 must be registered with Selective Service.
  • Primary U.S. residency for at least three of the last five years.
  • You may be required to pass a background investigation.

Qualifications:

  • You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Reviewing pending legislation and providing analysis on the legislation's impact on Federal programs and activities.
  • Preparing, coordinating, and approving reports, statistical information and other data on Federal agency operations for release to Congress.
  • Conducting special briefings for Congressional leaders, Members of Congressional committees and their staffs, and individual Members of Congress concerning matters, as necessary, in order to promote favorable consideration of legislative needs.
