Job Overview

Fiscal Analyst I

This role necessitates an active Secret clearance.

Responsible for overseeing and managing all necessary actions to ensure the effective deployment, operation, and administration of personnel funded for travel purposes. Execute various tasks related to the oversight and allocation of funds within the financial systems for designated Bureau appropriations and other executed funds. Act as a subject matter expert on-site, with accountability for help desk operations and resolution of travel-related issues.

Estimated Starting Salary Range for Fiscal Analyst I:

Compensation is commensurate with experience.

Key Responsibilities of the Fiscal Analyst I:
  • Conducts budget formulation activities, preparing detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs, which are integrated into a consolidated budget request.
  • Performs budget execution analysis of obligations incurred and actual expenditures across various funding sources, including one-year, multi-year, and no-year appropriations; reimbursement funds; and inter-agency fund transfers.
  • Offers financial advice, assistance, interpretation, and guidance on budget-related matters, including types of funding available, implications of budgetary changes, and status and utilization of funds to the Budget Officer, Financial Manager, and other stakeholders.
  • Utilizes automated financial management systems and computer-generated products as tools to achieve financial management objectives.
  • Reviews, analyzes, edits, and consolidates budget submissions.
  • Interprets legislation, appropriation language, policy, budget directives, estimates, apportionment requests, reprogramming actions, and fund allocations to ensure compliance with departmental guidelines.
  • Performs a variety of administrative and analytical tasks to ensure the successful execution of the budget program for the assigned appropriation area.
  • Conducts budget reviews (e.g., compares, interprets, and analyzes) for annual budget calls relative to regulations, directives, and policies, preparing internal guidance for developing an integrated budget.
  • Supports program and project budget execution performance through analysis, planning, and evaluation, aligning with the Bureau's mission and expectations.
  • Monitors program/project commitments, obligations, costs, and workforce status against planned objectives.
  • Provides data management support and updates, including tracking project progress, organizational workload, and ensuring no duplication of project assignments.
  • Assists with processing and distributing paperwork for the directorate.
  • Updates organizational charts.
  • Attends weekly meetings to ensure any changes are addressed in directorate processes and operations.
  • Maintains databases for specific project tracking.
  • Collects data and compiles it into files compatible with departmental standards.
  • Performs other job-related duties as assigned.
Experience, Education, Skills, and Abilities Required:
  • Associates degree preferred and/or 5-7 years of experience in the budget and finance field.
  • Must be a US citizen and able to obtain/maintain a minimum of a SECRET clearance.
  • Proficient in current Microsoft applications (MS Word, PowerPoint, and Excel) and SharePoint.
  • Highly organized with excellent oral and written communication skills to interact with personnel and other government agencies at all levels.
  • Demonstrated ability to manage multiple tasks simultaneously.
  • Effective communication skills, both orally and in writing.
  • Knowledge of office policies, practices, and procedures.
  • Experience with databases and other financial systems.
  • Familiarity with interagency agreements and Treasury processes.
  • Understanding of accounting, budgeting, and government financial processes.
  • Ability to work independently.
  • Maintains professional competence and specialized knowledge by staying informed of emerging themes and best practices.
  • Knowledge of and skill in applying analytical and evaluative techniques to plan, schedule, and conduct studies and analyses of financial/budgetary impacts and functions for programs.
  • Familiarity with substantive programs, goals, pertinent laws, and policies to analyze and assemble information; knowledge of organizational techniques, systems, and procedures to perform analytical studies.
  • Department of State experience preferred but not required.
  • Must pass pre-employment qualifications of Cherokee Federal.
