Job Title: Property Manager

East Bay Asian Local Development Corporation (EBALDC) is seeking a highly skilled Property Manager to oversee the daily operations of our properties in Oakland, CA.

Job Summary:

The Property Manager will be responsible for ensuring the physical condition of our properties, maintaining a safe and secure living environment for residents, and promoting social soundness of the properties. This role requires strong administrative, organizational, and communication skills, as well as the ability to work effectively with a diverse range of stakeholders.

Key Responsibilities:
  • Renting Activities:
    • Respond to inquiries from applicants and show vacant units to prospective tenants
    • Maintain a waiting list, market units, and screen applicants for vacancies according to guidelines and policies
    • Verify income, assets, and household characteristics for program eligibility
    • Prepare and process leases, security deposit agreements, and unit inspections
    • Solve routine problems and determine a course of action in case of emergency
  • Rent Collection:
    • Collect rent and other monies, and ensure accurate and complete transactions in the YARDI computer accounting system
    • Issue receipts for monies collected and approve rent increases annually
    • Review delinquent accounts and resident receivables, and determine necessary course of action to collect outstanding balances
  • Property Maintenance & Security:
    • Ensure properties are maintained and repaired according to standards
    • Purchase supplies, equipment, and services as necessary for operations, maintenance, and repairs
    • Process and prioritize maintenance request orders, including basic maintenance tasks and repairs
  • Administration:
    • Maintain regular office hours and assume primary responsibility for resident-management relations
    • Enforce lease agreements and house rules
    • Supervise on-site staff, perform annual performance reviews, and make salary recommendations
  • Recordkeeping & Reporting:
    • Maintain a record of financial transactions with tenants in Yardi
    • Provide weekly and monthly reports to the Property Supervisor, summarizing building operations and other pertinent information
Requirements:
  • Minimum three (3) or more years prior housing property management experience as a Property Manager
  • Adapts well to change, and remains professional, composed, and respectful at all times
  • Must be honest, dependable, and accountable
  • Establishes and maintains effective and appropriate relationships and boundaries
  • Excellent administrative, organizational, and written/verbal communication skills
  • Sound judgment and ability to work with a wide variety of personalities
  • Basic bookkeeping knowledge and computer literacy in Microsoft Word and Excel
Preferred Qualifications:
  • Experience certifying tenant incomes to meet Section 8 and HUD regulations
  • Knowledge of low-income housing tax credit regulations
  • Background related to tenant population of building complex (i.e., handicapped, elderly, homeless) preferred
