Third Coast Employee Services, LLC is a prominent midstream entity focused on offshore operations, with a central office in Houston, Texas. Our activities are concentrated along the Gulf Coast and in deep-water production areas of the Gulf of Mexico. We are committed to delivering efficient, safe, and dependable midstream solutions to our clientele. Our infrastructure encompasses natural gas gathering and transmission systems, NGL and crude oil pipelines, gas processing facilities, and a deep-water floating production system.

The Pipeline Operations Specialist plays a crucial role in overseeing and managing the transit of natural gas and hazardous liquids through our facilities and pipelines, ensuring compliance with contractual obligations, regulatory standards, system capabilities, and operational conditions.

Key Responsibilities include but are not limited to:

  • Implementing the daily operational strategy as instructed to guarantee that scheduled receipts and deliveries are achieved within DOT and tariff regulations, while optimizing the use of compression and pumping equipment and ensuring safe practices.
  • Controlling the flow of natural gas and hazardous liquids through pipelines from the Operations Control Center (OCC) using a Supervisory Control and Data Acquisition (SCADA) system.
  • Managing the operation of pumps and compressors, remotely adjusting valves, analyzing fluctuating conditions and alarms, and making necessary modifications.
  • Monitoring the integrity of pipelines and facilities, tank storage levels, and system pressures to enhance efficiency, safety, and quality.
  • Engaging in the planning, scheduling, and execution of facility operations, including shutdowns and start-ups, in accordance with PHMSA Control Room Management (CRM) regulations.
  • Recording all pertinent operational data in the Controller Event Logger throughout the shift.
  • Communicating the operational plan and system status during shift changes as per CRM protocols.
  • Responding to abnormal and emergency operational scenarios, dispatching field personnel, and taking necessary actions to rectify issues.
  • Monitoring flows, pressures, and material qualities across the system, and reacting to SCADA system alarms to ensure safe and reliable service.
  • Addressing all alarms and responding according to established procedures, documentation, callouts, and any related actions.
  • Adjusting pipeline flows, compression, pumps, and storage to optimally meet current and projected customer demands.
  • Assisting in managing customer imbalances while providing a high level of service in a non-discriminatory manner in line with FERC guidelines.
  • Supporting the validation of SCADA, communications, and electronic measurement systems through various Control Room applications, methods, and procedures.
  • Mitigating the effects of both planned and unplanned facility outages.
  • Collaborating with schedulers, operations, and third parties to maintain effective inter-departmental and cross-functional relationships with both office and field personnel.
  • Maintaining proactive communication with OCC Management to keep them updated on the operational status of pipeline and facility systems under their management.

Qualifications and Requirements

  • High School Diploma or G.E.D. is required.
  • Experience in a control room setting is preferred.
  • Familiarity with oil and gas hydraulics is advantageous.
  • Relevant experience in the oil and gas sector is preferred.
  • A strong work ethic, attention to detail, and the ability to work independently while following directions and processes are essential.
  • Reliability, punctuality, and availability for call-in work during nights and weekends are necessary.
  • Professional written and verbal communication skills, along with strong interpersonal abilities.
  • Proficiency in computer applications, including the Microsoft Office suite.

Work Environment

  • Completion of CRM training and successful passing of the OCC preparatory assessment is required to maintain employment.
  • Passing DOT and PHMSA Operator Qualification certification is necessary to continue employment.
  • Residence within a 60-minute commute to the Control Center is required.
  • The work schedule consists of 12-hour shifts alternating between day and night on a four-week rotation.
  • Physical demands of the role include reaching, standing, walking, talking, hearing, and repetitive motions.
  • The position involves sedentary work in an office Control Room environment, requiring the ability to exert up to 10 pounds of force occasionally.
  • Visual acuity requirements include close visual inspection of multiple SCADA screens.
