About the Role

We are seeking a highly skilled and dedicated Clinical Services Coordinator to join our team at Behavioral Health System Baltimore, Inc. The successful candidate will be responsible for building and maintaining strong relationships with service provider organizations and other community stakeholders, as well as providing clinical review and assistance with the processing of applications to certain levels of care within the public behavioral health system.

Key Responsibilities
  • Engage in strategic planning with colleagues, treatment providers, and community stakeholders to develop and implement strategies for enhancing access to and the quality of care provided in the Public Behavioral Health System.
  • Provide assistance to and maintain effective working relationships with service/treatment providers, community stakeholders, and Baltimore City residents.
  • Respond in a timely and effective manner to stakeholders' concerns and needs identified by communities to assist with developing positive working relationships between providers and their surrounding communities.
  • Proactively engage in relationship development and maintenance with peers, community organizations, community leaders, service providers, consumers, and their families, and other stakeholders.
  • Identify ways in which the public behavioral health system and partners may mutually benefit from shared work.
  • Provide system care coordination for individuals utilizing high levels of inpatient care and other high-cost services who are either disconnected from the system of community-based care or those with complex unmet needs.
  • Be knowledgeable of services that can be used together in the community to offer the highest level of support within the least restrictive level of care.
  • Work with the administrative services organization regarding authorization of services.
  • Establish working relationships with and be the main point of contact for community-based hospital social work staff who need assistance with complex patient discharge planning.
  • Coordinate with BHSB staff on convoluted cases and maintain documentation of case resolution.
  • Serve as contract team lead for assigned contracts to ensure that all administrative, fiscal, quality assurance, and program components of each contract are being adequately addressed.
  • Collaborate with fiscal staff to monitor budgets and spending and recommend funding re-allocations as necessary.
  • Evaluate and review service delivery system methods and recommend changes when warranted.
  • Formulate quality indicators in partnership with quality staff and monitor and review data to ensure benchmarks are met.
Requirements
  • Possession of a master's degree in Social Work, Counseling/Psychology, Human Services, Public Health, Public Administration, or Allied Health field.
  • Five years of administrative and/or management experience in behavioral health.
  • Maryland State Licensure in social work or counseling preferred but not required.
  • Knowledge of behavioral health services, including rehabilitative and clinical services, and how services are delivered within the public behavioral health system.
  • Knowledge of regulations, legislation, current developments, and evidence-based practices within behavioral health services.
  • Knowledge of resources available to internal and external partners within the public behavioral health service system.
  • Demonstrate cultural competence and a commitment to equity.
  • Ability to develop effective channels of communication that foster confidence and cooperation with a variety of stakeholders.
  • Ability to analyze service delivery and administrative problems, generate and evaluate alternatives, and reach practical conclusions.
  • Ability to work effectively with community organizations, community leaders, service providers, consumers, and their family members, and other stakeholders.
  • Excellent written and verbal communication skills.
  • Ability to interact with leadership in Baltimore City.
  • Ability to work in a professional, confidential, and collaborative capacity.
  • Ability to perform care management duties through the ASO.
  • Ability to resolve complex issues and prioritize tasks.
  • Ability to interact in a hybrid/virtual environment.
