Job Overview

The Chief Technology Officer is tasked with strategizing, directing, and managing the information technology (IT) frameworks to guarantee the development and execution of secure and economical systems, as well as efficient computing operations to fulfill both current and future decision-making needs. This role ensures that the department delivers proficient and effective technical support services.

Key Responsibilities:

Strategic Direction

  • Evaluates and identifies the changing factors impacting the present and future requirements of information technology and systems applicability in healthcare, proposing strategies and initiatives to prepare for future service line growth and program development in alignment with the overall organizational strategy.
  • Formulates formal strategic and tactical plans, encompassing both short- and long-term business objectives, with full accountability for achieving these goals.
  • Collaborates and builds relationships with stakeholders across the organization, addressing their needs in support of St. Croix Health's mission and objectives.

Operational Oversight

  • Plans, directs, and assesses the programs, systems, operations, and resources of access and care coordination service lines, ensuring the safe and appropriate delivery of best-practice procedures and patient care, achieving strategic objectives within the scope of responsibility, and adhering to regulatory requirements.
  • Establishes a suitable governance structure and management processes for prioritizing and resolving resource conflicts related to competing IT projects.
  • Creates and implements policies and procedures in accordance with industry standards; evaluates and ensures staff compliance and competence.
  • Works with other leadership to standardize and integrate practices, technology platforms, and systems; contributes to organization-wide evaluations of the effectiveness of implemented programs and procedures.
  • Manages workflows with a focus on enhancing the employee experience and ensuring a seamless patient care continuum.

Team Management and Development

  • Oversees the work of direct reports and facilitates the planning, direction, and evaluation of subordinate staff.
  • Ensures adequate staffing levels and coverage based on needs and budgetary objectives.
  • Guarantees that staff are properly trained and competent in their assigned duties; regularly assesses staff competencies.
  • Mentors, develops, recruits, and retains a proactive, service-oriented team, fostering an environment that encourages professional growth and staff development through effective leadership and education.
  • Collaborates with relevant stakeholders to ensure organization-wide training requirements are met, as well as training specific to technology use and system applications.
  • Strengthens relationships between physicians, clinicians, and the IT team, establishing ongoing dialogue with key operational staff to build trust and enhance operational engagement with information systems.
  • Facilitates team development and problem-solving within ancillary services.
  • Coaches and develops staff to promote skill enhancement and leadership capacity.

Performance and Quality Enhancement

  • Continuously monitors and evaluates technology capacity, systems, and programs to ensure adequate support and achieve quality and performance objectives.
  • Serves as a vital member of the management team, contributing broadly at the leadership level and collaborating with all members to facilitate informed IT decisions.
  • Establishes performance measures for programs and staff; analyzes data to assess progress and recommends adjustments as necessary to maintain progress towards strategic objectives.
  • Evaluates existing systems and programs, analyzes future potential, and makes recommendations for growth, expansion, and the viability of services based on market demographics.
  • Plans and directs quality improvement initiatives to ensure the achievement of business objectives.

Financial Management

  • Determines the financial resources necessary to achieve established strategic performance objectives and develops recommendations in accordance with internal policies.
  • Identifies and optimizes resources to maintain financial stability of programs and service lines.
  • Implements effective cost control measures and adjusts resources as needed to maintain budgetary compliance.
  • Identifies negative variances and develops action plans to address issues promptly.
  • Oversees the preparation of accurate financial, budget, activity, and productivity reports.

Regulatory Adherence

  • Ensures IT functions comply with internal and external legal and regulatory standards; regularly assesses and monitors to ensure effective controls are in place.
  • Maintains up-to-date knowledge of current and changing regulatory compliance standards and industry best practices.

Information Technology Leadership

  • Leads the development and implementation of the organization's IT systems and department.
  • Establishes business continuity protocols to minimize disruptions in the event of emergencies or data loss.
  • Maximizes the effectiveness of installed systems and leads the assessment and implementation of new systems as appropriate.
  • Analyzes IT infrastructure and systems performance to assess operating costs and productivity levels.
  • Oversees the security of systems, networks, and enterprise information.
  • Develops and maintains relationships with external IT vendors and service providers.
