Senior Global Operations Manager

About the Role
The National Democratic Institute is seeking a highly skilled Global Operations Manager to join our team. This role is responsible for developing, managing, and socializing institutional operations policies and procedures, including business travel, leases, relocation allowances, and logistics.
Your Responsibilities
- Develop and implement operational management systems, policies, and procedures in an international environment.
- Manage and oversee the lease process, reviewing international office and residential leases and providing approval for further lease routing.
- Coordinate the annual property and casualty insurance renewal process, working with Human Resources, Accounting, Legal, and Information Technology.
- Develop and manage the Relocation Allowance Policies and Procedures, overseeing all Expat/Third Country National (TCN) shipments with NDI's preferred vendors.
- Support the management of emergency medical cases for travelers, coordinating with NDI's medical assistance/evacuation provider.
- Develop and manage the NDI Travel Policy, remaining up-to-date with industry best practices and donor requirements.
- Oversee the Operations team members implementing NDI's travel policy and travel authorization protocols for all US domestic and international travel.
- Analyze institutional travel-related expenditures and make recommendations to enhance NDI's travel program and/or minimize costs.
- Manage relationships with NDI's institutional travel agency and serve as a primary point of contact for maximizing service delivery and resolving issues.
- Develop and maintain relationships with travel and hotel partners, relocation vendors, insurance brokers, and medical assistance/evacuation providers.
- Lead NDI's request for proposals (RFP) for all operations-related vendors.
- Manage and deliver staff orientation training to new NDI Headquarters staff on a monthly or as-needed basis.
- Respond to ad-hoc issues regarding policies and procedures, coordinating with other administrative teams as necessary.
- Track the SecOps budget and report regularly to the Director of Global Risk Management, Security and Operations on any issues.
- Lead all Operations special projects, such as implementing online workflow processes and managing the team portal updates.
Requirements
- Bachelor's degree or other relevant degree preferred; a combination of experience and education in lieu of degree will be considered.
- Minimum 5+ years applicable experience in international operations.
- Experience developing and implementing operational management systems, policies, and procedures in an international environment.
- Personnel management experience is required.
- Experience with budget and accounting procedures.
- Experience working with donor requirements and allowances is preferred.
- Exceptional attention to detail.
- Project management/implementation experience.
- Demonstrated ability to produce focused solutions to complex problems.
- Ability to analyze multiple issues and develop logistics-specific recommendations.
- Ability to understand implications and basic management of large-scale policies, organizational processes, and logistical details for the purpose of organizational implementation.
- Highly developed interpersonal skills to work with diverse staff and vendors.
- Exceptional oral and written communications skills in English to interpret complex government regulations, effectively present information, and respond to questions.
- Understanding of and/or commitment to understand the operating environments in which NDI works.
- Capacity to identify essential elements of complex logistics, management or interpersonal issues.
- Capacity to navigate a complex organizational culture with diverse functional and geographically oriented teams and diverse funding mechanisms.
- Ability to effectively negotiate contract terms.
- Ability to manage multiple projects simultaneously and proactively address issues.
- Ability to motivate, inspire, and support staff.
- Working knowledge of travel and airline procedures, lease agreement terms and trends, overseas shipping, and insurance.
- Working knowledge of Google Suite and Microsoft Office Suite applications with a willingness to learn and train staff on other NDI platforms.
- Knowledge of grant funding, budget, and accounting procedures is preferred.

This position offers an anticipated salary range of approximately $88,200 - $.
Additional Information
While there may be flexibility for remote/hybrid work environment and to comply with tax and legal obligations, successful candidates must be residents of MD, DC, or VA, or relocate prior to the start of employment at NDI.
