Position Overview:
As a vital member of the Department of the Navy, you will engage in comprehensive cost analysis for intricate defense weapon systems programs. Your expertise will be essential in life cycle cost estimation, evaluation of contract proposals, and Integrated Program Management (IPM) analysis.

Key Responsibilities:
• Conduct thorough data collection, research, and analytical assessments.
• Develop quantitative models to forecast future costs associated with complex defense weapon systems.
• Provide insightful analysis to assist Navy leadership in making informed decisions regarding costs, budgets, and schedules throughout the life cycle of Navy programs.

Compliance and Leadership:
• Ensure adherence to Department of Defense and Department of the Navy acquisition policies and cost analysis regulations.
• Lead cost analysis and program office teams, reviewing and validating analytical inputs from team members.
• Mentor and train entry-level analysts in cost analysis methodologies.

Communication:
• Collaborate effectively with acquisition program office staff, technical and engineering teams, defense contractors, and external government stakeholders.
• Translate complex mathematical findings into clear, concise written reports and maintain detailed documentation of analytical processes and data.

Presentation Skills:
• Deliver both oral and written presentations of findings, effectively defending your analysis and the results produced by your team.

Qualifications:
• Must be a U.S. Citizen and suitable for federal employment.
• Participation in the direct deposit pay program is required.
• Successful completion of a pre-employment drug test is mandatory.

Experience Requirements:
Your resume should demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service or comparable experience in the private or public sector. Specialized experience includes:

  • 1) Applying quantitative data methods;
  • 2) Conducting data-centric analysis of design, production, and operational costs of major engineering products;
  • 3) Analyzing data to assess risks and statistical uncertainties in product development and business operations;
  • 4) Leading teams in developing life cycle cost estimates for acquisition programs;
  • 5) Providing evaluations of contract costs and delivering Integrated Program Management (IPM) cost and schedule analysis.

Educational Requirements:
Applicants must possess a degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, or related subjects requiring substantial competence in college-level mathematics or statistics, including at least 3 semester hours in calculus.
