Position Overview:
As a key contributor, you will deliver comprehensive cost analysis support for intricate defense weapon systems initiatives. This includes life cycle cost estimation, evaluation of contract proposals, and Integrated Program Management (IPM) analysis.

Key Responsibilities:
- Conduct thorough data collection, research, and analysis.
- Develop quantitative models to forecast future costs associated with complex defense weapon systems.
- Execute analyses that empower Navy leadership to make informed decisions regarding costs, budgets, and schedules throughout the life cycle of Navy programs.

Compliance and Leadership:
- Ensure adherence to Department of Defense and Department of the Navy acquisition policies and cost analysis standards.
- Lead cost analysis and program office teams, reviewing and validating analytical inputs from team members.
- Mentor and train entry-level analysts.

Communication:
- Collaborate with acquisition program office staff, technical teams, defense contractors, and external government stakeholders.
- Translate mathematical analytical findings into clear, concise written reports and maintain detailed documentation of analytical methodologies.

Presentations:
- Deliver oral and written presentations of findings, effectively defending your analysis and the results produced by your team.

Qualifications:
- Must be a U.S. Citizen and suitable for federal employment.
- Participation in the direct deposit pay program is required.
- New hires must successfully pass the E-Verify employment verification check.

Experience Requirements:
Your resume should demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service or comparable experience in the private or public sector. Specialized experience includes:

  • 1) Applying quantitative data methodologies;
  • 2) Conducting data-centric analysis of design, production, and operational costs of major engineering products;
  • 3) Analyzing data to assess risks and statistical uncertainties for product development and operations;
  • 4) Leading teams and developing life cycle cost estimates for acquisition programs;
  • 5) Providing evaluations of contract costs and delivering IPM cost and schedule analyses to program managers.

Educational Requirements:
Applicants must possess a degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, and related subjects, with at least 3 hours in calculus.

Additional Information:
This position is covered by the Department of Defense Priority Placement Program. A tentative offer of employment may be rescinded if pre-employment requirements are not met.
