Position Overview:

Key Responsibilities:
- Conduct thorough data collection, research, and analysis.
- Develop quantitative models to forecast future costs associated with complex defense weapon systems.
- Perform detailed analyses to assist Navy leadership in making informed decisions regarding costs, budgets, and schedules throughout the life cycle of Navy programs.

Compliance and Leadership:
- Ensure adherence to Department of Defense and Department of the Navy acquisition policies and cost analysis regulations.
- Lead cost analysis and program office teams, reviewing and validating analytical inputs from team members.
- Mentor and train entry-level analysts.

Communication:
- Engage with acquisition program office personnel, technical and engineering teams, defense contractors, and external government clients.
- Translate mathematical analytical findings into clear, concise written reports and maintain detailed documentation of analytical methodologies.

Presentations:
- Deliver both oral and written presentations of findings, defending the analysis and results produced by the team.

Qualifications:
- Must be a U.S. Citizen and suitable for federal employment.
- Participation in the direct deposit pay program is required.
- Must successfully pass the E-Verify employment verification check.

Experience Requirements:
Your resume should demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service or comparable experience in the private or public sector. Specialized experience includes:

  • Applying quantitative data methodologies.
  • Conducting data-driven analysis of design, production, and operational costs of major engineering products.
  • Evaluating risks and statistical uncertainties in product development and business operations.
  • Leading teams in developing life cycle cost estimates for acquisition programs.
  • Providing contract cost evaluations and IPM cost and schedule analysis for complex defense weapon systems.

Educational Requirements:
Applicants must possess a degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, and related subjects, with at least 3 semester hours in calculus.
