POSITION SUMMARY:

The primary role of this position is to execute both administrative and field responsibilities related to the on-site wastewater management program. This role acts as a senior expert in assessing, diagnosing, and determining repair solutions for malfunctioning on-site wastewater systems.

KEY RESPONSIBILITIES:

The following duties represent the core functions of this position. Additional responsibilities may be assigned as necessary:
  • Enforcement of state regulations and statutes concerning on-site wastewater systems, including conducting site assessments, issuing permits, monitoring existing systems, inspecting system installations, and maintaining accurate documentation as mandated by relevant laws and policies.
  • Performing related tasks as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Comprehensive understanding of environmental health legislation, regulations, and procedures, along with a solid grasp of public health law principles.
  • Practical expertise in microbiology, biology, chemistry, soil science, and fundamental engineering technology as it pertains to environmental health practices.
  • General awareness of community resources.
  • Familiarity with the roles of other agencies involved in environmental health initiatives.
  • In-depth knowledge of the design and operation of on-site wastewater treatment systems and the safeguarding of water resources.
  • Expertise in inspection methodologies and investigative techniques relevant to environmental health.
  • Capability to analyze and interpret a wide range of technical and administrative regulations, records, and reports.
  • Ability to exercise sound judgment and engage tactfully with diverse public stakeholders while enforcing public health regulations.
  • Skill in motivating and educating business and property owners, as well as the general public, on matters related to public health protection and promotion.
  • Proficiency in delivering formal training programs on environmental health topics.
  • Ability to articulate ideas and opinions clearly and concisely in both oral and written communication.
  • Capacity to independently organize and prioritize work activities.
  • Ability to apply environmental health knowledge and techniques in investigating environmental health issues.
MINIMUM EDUCATION AND EXPERIENCE:
  • At least two years of experience as an Environmental Health Specialist within a health department.
CERTIFICATIONS AND LICENSES:
  • Must hold a Registered Environmental Health Specialist certification in North Carolina.
  • Possess a valid North Carolina driver's license with a satisfactory driving record.
  • Current state authorization in on-site wastewater management.
PREFERRED QUALIFICATIONS:
  • Registered Environmental Health Specialist candidates with current state authorizations in wells and pools.
  • Familiarity with ArcGIS is advantageous.
  • Bilingual skills (Spanish) are preferred.
  • Registration as a Licensed Soil Scientist in North Carolina is desirable.
