Position: Lead Family Services Specialist - Stage 1 Case Management

Key Responsibilities:

We are looking for a Lead Family Services Specialist to support the supervisor and manager in implementing programs and services for eligible families participating in California's subsidized child care initiatives. In this vital position, you will assess eligibility, manage enrollment processes, and oversee the initial certification of families qualified for subsidized child care. Additionally, you will monitor cases for compliance with program standards and conduct quality assurance reviews of client documentation, while assisting supervisors in streamlining workflows and enhancing operational efficiency. All tasks will be executed in accordance with relevant contractual obligations and will adhere to agency, state, and federal program requirements.


Qualifications and Skills:
  • A Bachelor’s degree in a relevant field from an accredited institution or equivalent experience in case management, human services, or child development.
  • At least two to three years of experience working with families receiving subsidized child care or related social support services; supervisory experience is preferred.
  • Familiarity with County, State, and Federal provider contract requirements for Alternative Payment and Child Care Subsidy Programs, with demonstrated proficiency in relevant software.
  • Ability to exercise independent judgment and discretion in analyzing situations and determining appropriate actions within standard practices.
  • Exceptional communication and customer service skills, along with strong analytical and problem-solving abilities. Must demonstrate accuracy and timeliness in work, flexibility, and the ability to multitask in a collaborative team environment.

Essential Duties:
  1. Assess eligibility, manage family enrollment, and complete initial certifications for subsidized child care within specified timeframes.
  2. Monitor compliance with program standards and ensure that documentation is accurate and complete. Authorize childcare services for families according to agency policies.
  3. Conduct quality assurance reviews of client records.
  4. Assist the Supervisor in preparing, researching, and reconciling exception reports.
  5. Support the Supervisor in identifying workflow improvements and developing solutions to enhance service quality and efficiency.
  6. Investigate and document complaints, ensuring effective monitoring of resolutions.
  7. Lead special projects, organizing activities and tracking progress.
  8. Provide backup support to staff as needed and assist in staff development and team performance initiatives.
  9. Address complex cases and assist in resolving appeals and state hearings.
  10. Contribute to curriculum development for ongoing staff training and assist in onboarding new employees.
  11. Act as a liaison among parents, providers, government agencies, and internal departments.
  12. Assist in policy and procedure development to meet state and federal requirements.
  13. Review cases for discrepancies that may indicate potential fraud.
  14. Participate in work groups, committees, and ad hoc teams.
  15. Meet specific performance standards set for the unit or department.
  16. Perform additional duties as assigned by the Supervisor.
