Business Services Manager

We are seeking a highly skilled Business Services Manager to join our team at Pierce County, WA. As a strategic leader, you will play a key role in managing the Pierce County's Water and Sewer Utility's Business Services team. This includes capital asset management, budget development and monitoring, rate forecasting, interlocal agreements and service contracts, grant and loan programs, asset capitalization and utility billing program management.
Key Responsibilities- Oversee, supervise and/or lead the performance measurement and accountability assessment system, and/or other administrative programs or functions across a large department or division.
- Review and perform life cycle analysis and replacement/renewal forecasting for Utility capital assets.
- Direct the development and implementation of a department-wide strategic plan, asset management system, and performance and accountability assessment system.
- Oversee, supervise and/or lead the planning and program management of the strategic plan, asset management system, performance measurement and accountability assessments.
- Lead and participate in preparation of annual budget requests, grant proposals, and administration of annual operating budget.
- Work with managers, project managers, analysts, etc. in resolving a wide variety of budget issues related to operations, capital projects, grants, partnership agreements, etc. Assist in effectively analyzing, budgeting, and tracking revenue and expenditures.
- Graduation from a four-year college or university with major course work in business/public administration, engineering, planning, environmental studies, geography, or related field.
- 8 or more years of related strategic planning or asset management work experience required.
- Long range strategic planning experience with local, county, or state planning work.
- Knowledge of project management principles and practices.
- Experience in principles and practices of public administration, organizational and personnel management, financial planning, project management, and supervisory principles and practices.
