Position Overview

This role is situated within the Employment and Training Administration (ETA) of the United States Department of Labor.

Eligibility Criteria

This position is available to:
  • Career transition candidates (CTAP, ICTAP, RPL)

    Federal employees classified as "surplus" or "displaced".
  • Internal agency applicants

    Current federal employees within this agency.
Agency Clarification

Open to current Federal employees of the Department of Labor, Employment and Training Administration with competitive status. CTAP candidates in the local commuting area are also eligible.

Key Responsibilities

Responsibilities for this Role Include:

Overseeing a portfolio of grants within designated program areas of varying complexity and significance, while managing the daily financial operations associated with these grants.

Collaborating effectively with administrative, programmatic, and performance divisions involved in the management of ETA grants.

Offering financial guidance to grantees and ETA personnel.

Identifying weaknesses in internal controls and proposing corrective measures for affected procedures, processes, and systems.

Establishing objectives, strategies, policies, procedures, and work plans that facilitate the development and implementation of assigned programs.

Conducting risk assessments related to various programmatic decisions.

Suggesting revisions, adjustments, reprogramming, or other remedial actions to address issues and deficiencies.

Communicating federal and grant award stipulations to grantees to ensure comprehension of grant obligations.

Interpreting federal regulations and procedures for grantees to aid in compliance.

Following up on reviews and audit findings with grantees to ensure adherence.

Examining a variety of financial reports, analyzing and validating financial data, and resolving discrepancies in reported figures.

Applying detailed guidance to support a comprehensive audit readiness strategy for the region.

Providing direction to ensure overall compliance with relevant financial systems, inventory controls, and accuracy in equipment asset accountability.

Briefing stakeholders and program managers on new and updated fiscal requirements and their implications.

Utilizing diplomacy and tact to resolve conflicts or issues among groups with differing objectives and needs.

Encouraging communication, coordination, collaboration, and mutual understanding.

Developing procedural manuals, methodologies, and directives.

Preparing formal reports that present sound analytical conclusions and highlight instances of effective management practices.

Creating background materials and briefing packages.

Employment Conditions

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate must obtain the necessary security clearance.
  • Probationary period may be required if necessary.
Qualifications

For GS-13: Applicants must possess 52 weeks of specialized experience equivalent to at least the GS-12 level in the Federal Service.

Specialized Experience refers to the experience that equips the applicant with the specific knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, typically related to the role being filled. To be considered creditable, specialized experience must be equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-13 includes four of the following:

. Understanding fundamental financial principles, including budget analysis and preparation of financial management reports.

. Experience applying financial methodologies, procedures, and practices to evaluate the financial stability of federal grant or contract recipients.

. Conducting oversight of financial management systems to ensure compliance with applicable laws, regulations, and policies.

. Providing training and technical assistance to grant recipient organizations to enhance internal controls.

. Planning and implementing modifications to financial systems and/or accounting operations, or investigating and analyzing financial data reported by external entities to resolve issues.
