We are seeking a highly skilled and experienced Behavioral Health Supervisor to join our team at Multnomah County. As a key member of our Behavioral Health team, you will be responsible for overseeing the Substance Use Assessment Team, Jail Coordination Team, and a Housing Support Specialist.
Key Responsibilities- Program Management
- Develop and implement new programs and services to support individuals with substance use disorders and mental health needs.
- Provide administrative and clinical supervision to team members to ensure quality of care and compliance with regulations.
- Research and gather information on program policies, procedures, and requirements to ensure compliance and best practices.
- Collaborate with leadership to communicate and resolve conflicts, clarify roles and responsibilities, and limit program liability and safety concerns.
- Program Partnership
- Collaborate with other leadership to provide administrative oversight of programs and staff, including future program development and expansion, program reporting, and customer satisfaction evaluations.
- Participate in ongoing administrative meetings with multiple county programs, community organizations, and state personnel for program review and planning, quality improvement, and assurance activities.
- Develop and implement strategic community outreach plans to promote program services and engage with community partners.
- Partner with the Program Manager to function as the liaison within the division at the county and state level, and with other community agency partnerships for the development and monitoring of the system of care.
- Oversee adherence to federal, state, county, and division regulations and rules and best practices for clinical documentation and recordkeeping.
- Provide ongoing training to staff to enhance clinical expertise.
- Human Resources
- Oversee hiring, orientation, and performance evaluations for new and existing staff, including disciplinary action when needed.
- Support ongoing performance development through coaching, meetings, and career planning.
- Develop and organize staff training to ensure quality assurance, improvement, and adherence to best practices.
- Monitor service delivery and respond to complaints, leading with equity and maintaining confidentiality.
- Leadership
- Participate in the county, departmental, and division management organizational structure, including meetings, trainings, and activities.
- Analyze program outcomes, participate in committees, and partner with leadership on budget requests and actions.
- Track and maintain financial documents, search for new funding sources, and collaborate across programs to share information.
- Certification: Must meet the standards of Certified Alcohol and Drug Counselor - II (CADC-II)
- Education/Experience: Bachelor's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field AND Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.
- Preferred Qualifications: Dual certification as Qualified Mental Health Professional - C (QMHP-C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO)
