PRIMARY RESPONSIBILITIES:
Under the general oversight of a Collection Manager within the Solid Waste Division, this role involves supervising and assessing the performance of staff engaged in the collection and transportation of waste materials to designated disposal sites.

Key responsibilities include organizing, delegating tasks, and scheduling personnel and resources to fulfill daily operational requirements. The supervisor is responsible for planning, distributing, and monitoring daily route assignments to ensure compliance with service agreements.

Regular site visits are conducted to inspect areas and guide personnel and equipment to ensure comprehensive coverage of assigned zones.

Additionally, the supervisor manages the end-of-day reporting process, documenting and communicating significant service, safety, and equipment concerns. Daily route demands are reviewed to identify potential efficiencies through re-routing. The role also includes assisting with data collection and reporting necessary for effective data management.

Collaboration with labor groups is essential to address employee relations and resolve issues. Investigations into injuries and incidents are conducted to ensure consistent disciplinary actions and retraining measures are implemented. Daily audits of operational documentation, including employee attendance and outstanding service requests, are also part of the responsibilities.

Maintenance of equipment is crucial, including vehicle inspections, repair coordination, and managing maintenance work orders while collaborating with other supervisors for service delivery.

The supervisor is tasked with identifying and tagging code violations, entering and maintaining data in relevant systems, and documenting debris collection activities. Monitoring and resolving citizen complaints through the 311 system is also required, along with investigating and addressing public concerns and reporting actions taken to management.

Interpreting policies for staff and executing appropriate disciplinary measures in accordance with established practices is part of the role, as well as liaising with personnel representatives to resolve grievances.

Reports are generated using various Microsoft applications for management review and analysis, and effective communication with the public, management, and team members regarding the Solid Waste Division is essential.

ADDITIONAL DUTIES:

  • Performs other functions (essential or otherwise) as assigned.

TYPICAL PHYSICAL REQUIREMENTS:
Effective verbal and written communication skills are necessary. The role requires the ability to lift carts and operate vehicles such as rear-end loaders and open-bed trucks.

Must be capable of driving a motor vehicle to inspect and observe waste collection, processing, disposal, and recycling operations across various locations.

Proficiency in operating general office equipment, including computers, copiers, telephones, and mobile devices is required.


TYPICAL WORKING ENVIRONMENT:
Most work is conducted outdoors, subject to varying weather conditions, odors, and fumes. Punctuality is crucial to ensure crews are ready to commence routes at the designated time. The position involves interaction with staff, citizens, and union representatives, and frequent travel to monitor crew activities is necessary. Evening, weekend, or holiday work may be required.

MINIMUM QUALIFICATIONS:

A high school diploma or equivalent is required, along with five (5) years of experience in transportation and logistics, commercial and residential waste management, utilities, or construction, including two (2) years in a supervisory role; or a combination of experience and training that enables the performance of essential job functions.

Must obtain a Class "B" Commercial Driver's License within six months and comply with Federal Department of Transportation (DOT) Alcohol and Drug testing regulations as a condition of continued employment. A Bachelor's degree in Business and/or Logistics is strongly preferred.
