POSITION SUMMARY
With the approval of supervisory personnel, candidates may have the opportunity for occasional remote work; however, they must reside within the designated region or possess the capability to report to a physical worksite with minimal notice.

IDEAL CANDIDATE PROFILE
The ideal candidate will possess extensive experience in municipal planning, a strong understanding of the California Environmental Quality Act, and familiarity with California Planning and Zoning Law. They should be adept in the formulation and execution of general and specific plans, as well as providing guidance to decision-makers on planning policies and legislative matters.

This candidate should also demonstrate effective management skills, particularly in overseeing junior staff, and exhibit the capacity to deliver strategic leadership for the City's Long-Range Planning initiatives as part of the Planning Division's management team.

KEY RESPONSIBILITIES
Under general supervision, the Senior Urban Planning Manager will plan, organize, supervise, and evaluate the work of professional planning staff while offering technical guidance. Responsibilities include:

  • Overseeing the preparation, revision, and management of master plans, zoning regulations, and development guidelines for a significant area within the City.
  • Coordinating the development and upkeep of the general plan and long-range planning agenda; providing expert advice to team members on complex assignments.
  • Analyzing data and making recommendations for intricate planning projects, as well as participating in special studies as necessary.
  • Making administrative decisions in the absence of higher management.
  • Facilitating regular and special meetings of the Planning Commission and representing the City in public forums and official meetings regarding planning issues.
  • Contributing to the formulation and execution of goals, objectives, policies, and priorities.
  • Supervising, mentoring, and assessing the performance of assigned personnel.
  • Executing additional related duties as assigned.

QUALIFICATIONS
Knowledge:
Understanding of effective supervisory practices, governmental planning principles, current trends in public planning, planning law, and the preparation of general and specific plans.

Skills:
Proficiency in modern office technology, including computers and relevant software applications.

Abilities:
Capability to plan, assign, and oversee the work of professional and paraprofessional planning staff; engage in technical research on planning and related issues; analyze data and present findings; establish productive working relationships with various stakeholders; communicate effectively in both oral and written forms; and manage complex planning teams.

EXPERIENCE AND EDUCATION
A combination of education and experience that equips the candidate with the necessary knowledge and skills is required. Typically, this includes:

  • Experience: A minimum of six years of progressively responsible professional experience in urban planning, including two years in a supervisory role.
  • Education: A Bachelor's Degree from an accredited institution in planning, architecture, engineering, urban studies, environmental planning, public administration, political science, economics, or a closely related field. A Master's Degree in one of these areas is preferred.

SPECIAL QUALIFICATIONS
Possession of a valid California Class C Driver License at the time of appointment is required. Candidates with physical disabilities that prevent them from meeting this requirement will be evaluated on a case-by-case basis.
