Job Summary

The Deputy Director position at StateJobsNY is a critical role that requires a seasoned professional with extensive experience in financial management, administration, and budgeting. As a key member of the team, the successful candidate will be responsible for overseeing the fiscal, budgetary, and administrative efforts of the organization.

Key Responsibilities
  • Ensure the fiscal integrity of the organization and oversee all aspects of financial management, including accounts payable and receivable, purchasing, expenditure control, budget development, cash planning, and grant management.
  • Manage and monitor agency financial management, including compliance with State Finance Law and the Guide to Financial Operations.
  • Oversee all necessary aspects of agency operations and administration, including development of mission, staffing, and succession planning, as well as compliance with civil service, human resources, and host agency protocols and requirements.
  • Manage federal and state grant reporting, financial reports, and preparation of other required financial reports, including reporting on Minority and Women Owned Business Enterprises and Service-Disabled Owned Businesses compliance.
  • Prepare and oversee agency procurements for grants and service-based contracts to ensure compliance with applicable laws, rules, and regulations.
  • Monitor and report on cash disbursements for federal, General Fund, and Special Revenue Accounts.
  • Direct staff responsible for processing agency purchases, accounts payable processes, and travel, ensuring timely review and processing of requests and expenditures.
  • Meet with representatives from the Division of the Budget, Office of the State Comptroller, and other New York State agencies regarding fiscal policies and procedures.
  • Review and provide feedback on State and federal legislation, agency policy directives, plans submitted to federal agencies, contracts, litigation, audit responses, and other programmatic and operational proposals.
  • Coordinate and oversee the development and submission of the agency budget and assist in the submission of State of the State proposals and year-end reports.
  • Formulate and implement long-range plans to attain agency goals, including development and implementation of strategic planning.
  • Act as liaison with other state agencies and assign tasks, including contract negotiation and interagency coordination of domestic and gender-based violence related funding.
  • Oversight of the agency's internal controls, audits, and grantee monitoring and compliance with all necessary mandates relative to the same.
  • Perform the full range of supervisory responsibilities.
Requirements
  • Ten years of financial management, accounting, contract management, or budgeting experience, with at least one year at a managerial level.
  • Direct leadership, management, and strategy execution for an identifiable organizational unit or program, including direct management of program planning, development, resource allocation, monitoring, evaluation, research, and analysis, and policy formation.
  • Administrative supervision of professional staff.
  • Bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; or Ph.D. may substitute for six years of specialized experience.
Additional Information

Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
