Essential Qualifications:

• A Bachelor's degree coupled with two years of pertinent experience in fields such as construction management, infrastructure systems, environmental services, public administration, military operations, or auditing; OR a total of six years of relevant experience in the aforementioned domains.

Key Responsibilities:
  • Assess and confirm county damage evaluations promptly after a disaster, documenting all significant effects on the affected area.
  • Act as a representative for DHSES during FEMA Preliminary Damage Assessments (PDA) and provide insights to DHSES leadership regarding any concerns.
  • Organize, attend, and engage in all meetings with applicants, assisting in briefings to educate them on recovery initiatives and administrative procedures.
  • Offer programmatic and technical support to applicants as necessary to develop projects and contribute to the Grants Management Portal.
  • Serve as a resource for both internal and external agency personnel and applicants regarding State and Federal regulations related to Public Assistance programs.
  • Create project narratives, identify costs, and review for eligibility and accuracy for reimbursement and reconciliation.
  • Monitor and manage project workloads and completion timelines for Public Assistance Recovery Operations.
  • Report to the DAR Coordinators, Deputy Chief, and/or Chief of recovery as needed.
  • Collaborate effectively with the County Emergency Manager and the Office of Emergency Management Regional Director.
  • Be prepared to deploy to active disaster operations within New York State for extended durations as required by agency needs.
Project Review Duties:
  • Evaluate and provide professional advice on proposed project modifications and progress payment requests.
  • Organize, maintain, and update electronic records and documentation for contracts, disaster declarations, program and financial information, and reports.
  • Verify claimed expenses and special considerations.
  • Provide project updates to the DAR Coordinator, Disaster Assistance Manager (DAM), and Disaster Assistance Officer (DAO).
  • Assist applicants in navigating the appeals process with FEMA.
  • Perform additional Public Assistance disaster-related tasks as assigned.
Note:
These positions are filled on an as-needed basis.
Availability for training during daytime hours is essential.

Support for operations during emergencies and disasters from the State Emergency Operations Center (EOC), state field offices, and/or local deployments may be necessary, which could lead to changes in working hours, locations, and/or responsibilities.
