Essential Qualifications:

• A bachelor's degree coupled with two years of pertinent experience in fields such as construction management, infrastructure systems, environmental services, public administration, or military operations; OR a total of six years of relevant experience in the aforementioned sectors.

Key Responsibilities:
  • Conduct thorough evaluations of county damage assessments immediately following a disaster, ensuring accurate documentation of significant impacts within the affected area.
  • Serve as a representative for DHSES during FEMA Preliminary Damage Assessments (PDA), providing guidance to DHSES leadership on emerging issues.
  • Organize, attend, and actively participate in meetings with applicants, offering briefings to educate them on recovery programs and administrative procedures.
  • Deliver programmatic and technical support to applicants, assisting in project formulation and data entry into the Grants Management Portal.
  • Act as a knowledgeable resource for both internal and external agency personnel and applicants regarding State and Federal regulations governing Public Assistance programs.
  • Draft project narratives, identify eligible expenses, and review submissions for accuracy and eligibility for reimbursement.
  • Monitor and manage project workloads and completion timelines for Public Assistance Recovery Operations.
  • Report findings and updates to the DAR Coordinators, Deputy Chief, and/or Chief of recovery as necessary.
  • Collaborate effectively with the County Emergency Manager and the Office of Emergency Management Regional Director.
  • Be prepared to deploy to active disaster operations across New York State for extended periods, potentially lasting up to 60 days, based on agency needs.
Project Review Duties:
  • Evaluate and provide professional recommendations on proposed project modifications and progress payment requests.
  • Systematically organize, maintain, and update electronic records related to contracts, disaster declarations, program information, and financial reports.
  • Verify claimed costs and address any special considerations.
  • Provide timely project updates to the DAR Coordinator, Disaster Assistance Manager (DAM), and Disaster Assistance Officer (DAO).
  • Assist applicants in navigating the appeals process with FEMA.
  • Perform additional Public Assistance disaster-related tasks as assigned.
Note:
These positions are filled on an as-needed basis. Availability for training during daytime hours is essential.

Support for operations during emergencies and disasters from the State Emergency Operations Center (EOC) or local deployments may be required, which could lead to changes in working hours, locations, and responsibilities.
