The Joint, Office of the Secretary of Defense, Interagency Division offers expert support services to a variety of clients across the Department of Defense, Federal Civilian sectors, and international markets. JOID provides a comprehensive portfolio of analytical and programmatic capabilities to assist our clients in making informed decisions regarding their most pressing issues.

SPA is seeking an Intermediate Risk Assessment Specialist (CBRN) to join our Critical Infrastructure Group. The Critical Infrastructure Group (CIG) delivers technical, programmatic, and analytical support to clients engaged in national security, including the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). This group possesses extensive technical and operational expertise in areas such as countering weapons of mass destruction, safeguarding critical infrastructure, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG personnel work closely with clients to provide high-quality modeling, simulation, software, and analytical products that meet stringent government standards and timelines.

Key Responsibilities:
The Intermediate Risk Assessment Specialist will deliver advanced analytical support to the Department of Homeland Security (DHS), employing rational, systematic, science-based methodologies and critical thinking to enhance the Department's decision-making capabilities for preparation, response, and recovery in the face of Weapons of Mass Destruction scenarios and Critical Infrastructure disruptions. The Risk Analyst will engage in a diverse array of modeling and analytical tasks, including but not limited to:

  • Model design, implementation, and operations.
  • Documentation of model usage.
  • Data transformation and database schema design.
  • Quality assurance processes for data.

This role involves assisting in the identification, prioritization, and execution of analyses to demonstrate and enhance analytical rigor and capability related to weapons of mass destruction (CBRN) and critical infrastructure disruption scenarios. The Risk Analyst will collaborate with a broad spectrum of stakeholders to formulate action plans and timelines to meet established objectives.

Qualifications:
Required:

  • Bachelor's Degree in Mathematics, Operations Research, Statistics, Computer Science, Engineering, or a related field.
  • 7-12 years of relevant experience.
  • Proficiency in programming languages such as Python, R, MATLAB, Java, C++, VBA, or SQL.
  • Demonstrated ability to prioritize and manage workload effectively to meet requirements and deadlines.
  • Experience in creating clear, concise, and audience-appropriate written and visual communications.
  • Active DOD Secret clearance is mandatory.

Desired:

  • Master's Degree in Mathematics, Operations Research, Statistics, Computer Science, Engineering, quantitative social sciences, or a related field.
  • Experience in quantitative risk analysis.
  • Previous analytical support experience with the Department of Homeland Security.
