Basic Eligibility Criteria

Ability to obtain and sustain a TS/SCI security clearance is mandatory.

Who Is Eligible to Apply

Current Federal government employees must be at the indicated grade level or higher. This is not a promotional opportunity for existing Federal employees. If selected, Federal employees will transition laterally at their current grade level and step.

Key Responsibilities

This announcement encompasses a wide range of specialties, including but not limited to:

Software Engineering/Application Development


Act as a leading software engineer and consultant, overseeing multiple complex and innovative IT projects and initiatives.

Your responsibilities will include translating technical specifications into programming guidelines, developing, customizing, and/or acquiring application software, as well as testing, debugging, and maintaining software programs.


Project Leadership

Provide expert technical guidance and leadership on software engineering matters to enhance product quality. Set project objectives and priorities; anticipate potential challenges and opportunities. Offer leadership in utilizing user research findings to influence software product development. Foster a shared understanding among team members and stakeholders.


Coordinate, communicate, integrate, and ensure accountability for the overall success of the program, aligning with critical agency priorities.


Leadership of Cross-Functional Teams

Lead cross-functional teams in complex environments to create innovative software and services. Direct team efforts towards achieving current goals and priorities.

Plan, develop, and execute large-scale IT projects that transform operational methodologies.

Assess the size, skills, and roles necessary for a team to deliver a product and identify suitable team members.


Stakeholder Relationship Management


Act as a liaison to senior stakeholders within various agencies, conveying information regarding Agile Technology Program activities, policies, and objectives; clarifying procedures; and interpreting directives as necessary.


Collaborate closely with customer agencies in senior leadership roles, navigating conflicting priorities in complex environments.

Promote and uphold core principles for building IT services, including transparency, agile development methodologies, and user-centered design approaches.


Qualifications

Highly Preferred:
Bachelor's or Master's degree in a relevant IT field (e.g., software engineering, information technology, cybersecurity, systems and network engineering, etc.).

Expertise in advanced IT principles, concepts, methods, standards, and practices.

Experience in developing and interpreting policies, procedures, and strategies governing service planning and delivery across the agency.

Proven ability to provide expert technical advice and recommendations to management and technical specialists on critical IT matters;


Significant experience in applying new developments to previously unsolvable challenges and making decisions that significantly influence important agency IT policies or programs.

Demonstrated ability to manage large-scale projects from inception to completion, including leading cross-functional teams.

Experience in communicating with high-ranking stakeholders to resolve issues and provide executive briefings and status updates.

Experience in delivering IT products using Agile and lean methodologies.


Relevant experience may have been gained in any public or private sector role, clearly demonstrating the competencies, knowledge, skills, and abilities necessary for successful performance in this position.

Additional Information

You may be required to obtain a CISM or CISSP certification within six months of appointment as per Cyber Workforce Requirements.

Overtime Requirements:
May be required to work outside of normal duty hours, including evenings, weekends, and/or holidays.

Travel Requirements:
May involve travel in military or commercial aircraft for temporary duty assignments.

Financial Disclosure:

May be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.


Defense Acquisition Workforce Improvement Act (DAWIA) positions: If selected for a DAWIA position, the incumbent must meet certification requirements within 24 months of accepting the role.

Individuals must maintain a minimum of 80 continuous Learning Points every 24 months via the services acquisition management system. DAWIA requirements can be found on the Defense Acquisition University website.

Geographic Mobility Agreement:
May be subject to directed reassignment as needed for mission effectiveness and career development.

Information Assurance (IA): Must achieve the appropriate IA certification within six months of assignment.

Emergency Essential Positions:
Certain roles are deemed emergency essential, and incumbents must meet all position requirements.

Salary:

This position qualifies for the Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security.

Cadre employees and candidates are eligible for STEM pay if currently serving in a STEM designated position.

Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position to continue receiving STEM pay.

Otherwise, Cadre employees and candidates would transition to the DCIPS GG Pay Scale. For more information on STEM pay, visit the appropriate resources.

2024 STEM Salary Ranges:
GG-14: $144,354 - $187,662

GG-15: $163,017 - $191,900

**This position is a senior/expert level DCIPS role. The NRO is accepting applications from U.S. Citizens and current Federal Government employees for this position. To qualify, Federal government employees must currently be at the GG 14-15 grade level and may only apply for a lateral reassignment at their current grade level and step. Federal applicants exceeding the advertised grade may voluntarily request acceptance at the lower grade as per applicable guidelines.

Hiring Incentives:
The NRO may offer hiring incentives and other entitlements at management's discretion.

Trial Period:
All new DCIPS employees will be required to serve a 2-year trial period.
