Industrial Facilities Coordinator:


Bowhead is looking for an Industrial Facilities Coordinator to act as a technical advisor for the enhancement of SIOP initiatives, with a primary focus on industrial facilities and infrastructure planning.

This position entails assisting in the planning, programming, and oversight of various program sectors throughout the project lifecycle, from initial concept development to design and execution.

The Industrial Facilities Coordinator will ensure that infrastructure investments are in line with program and client needs, addressing complex industrial facility requirements alongside various utilities, environmental considerations, base support necessities, and outcomes from specialized studies.

This role will also involve creating maps and managing geospatial data to support SIOP Program Integration efforts across multi-year redevelopment sequences.


Responsibilities:

Project Planning and Programming:

Deliver technical expertise in the planning and programming of PSNS infrastructure projects, ensuring alignment with strategic goals and Naval standards.


Technical Consultation:
Provide specialized advice on the design, layout, and functionality of industrial facilities and infrastructure projects. Prepare and review preliminary scope of work documents and related planning materials.

Budget and Schedule Analysis:

Perform comprehensive budget and schedule evaluations to support master planning and programming efforts, ensuring projects are completed within defined scope, timelines, and budgets.


Master Planning:
Develop and maintain master plans for facilities and infrastructure, integrating feedback from various stakeholders and addressing long-term requirements.

Design Oversight:

Collaborate with architects, engineers, project managers, environmental specialists, subject matter experts, and construction managers to ensure designs adhere to project specifications and operational needs.


Utilities and Environmental Management:
Evaluate and incorporate utilities, environmental factors, and base support requirements into project plans.

Space Utilization:
Enhance space utilization across facilities to improve operational efficiency and accommodate evolving needs.

Special Studies:
Review and integrate findings from specialized studies into project planning and execution.

GIS and Scheduling Tools:
Utilize GIS tools for spatial analysis and Microsoft Project for project scheduling and monitoring.

Key Tasks:
Engage in site assessments and concept development, as well as feasibility studies for proposed projects.

Prepare evaluations and review project scopes, objectives, and deliverables in collaboration with stakeholders.

Create maps, geospatial data, graphics, and exhibits to support PMO555.


Assist in the preparation and presentation of white papers, project proposals, reports, and updates to leadership and management stakeholders.

Facilitate engagement with external consultants, contractors, and regulatory bodies to ensure compliance and project success.

Monitor project progress and performance, identifying and addressing potential issues or deviations.

Manage project documentation, including plans, schedules, budgets, and correspondence.

Qualifications:

Education:
Bachelor's degree in Civil Engineering, Architecture, Urban Planning, Facilities Management, or a related discipline. A Master's degree or professional certification (e.g., PE, RA, AICP, PMP) is preferred.

Experience:

Minimum of 5 years of experience in facilities planning, industrial facility design, or infrastructure project management, ideally in a naval or defense-related context.


Technical Skills:
Experience in military facility planning processes.

Proficiency with ArcGIS tools for data development, management, spatial analysis, and mapping.

Strong knowledge of project management and scheduling using Microsoft Project.

Analytical Skills:
Ability to conduct budget and schedule evaluations, and to devise solutions for complex planning and design challenges.

Communication Skills:
Excellent verbal and written communication abilities, with the capacity to present technical information clearly to diverse audiences.

Interpersonal Skills:
Strong team collaboration and leadership capabilities, with the ability to work effectively with internal and external stakeholders.

Attention to Detail:
High level of accuracy and attention to detail in project planning, analysis, and documentation.

IT Skills:
Proficiency in Microsoft Outlook, Word, Excel, PPT, and Project

Proficiency with ArcGIS, AutoCAD or equivalent software

Experience with military facility planning systems is preferred.

Knowledge:
Understanding of industrial facility requirements, environmental regulations, base support operations, and space utilization principles.


Familiarity with DOD, Navy, NAVSEA, CNIC, and NAVFAC missions, organizational structures, and planning, project development, design, environmental compliance, construction, operations, and maintenance processes, particularly those unique to shipyards.

Target salary range is $140,000 to $170,000 commensurate with experience

Physical Demands:
Must be able to lift up to 25 pounds

Must be able to stand and walk for prolonged amounts of time

Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS:
Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
