Role Summary: The Program Manager will play a crucial role within the Opportunity M/W/DBE team, overseeing the Waterfront Pathways initiative, which is NYCEDC's flagship training program aimed at enhancing capacity. This team collaborates with city agencies and private stakeholders to achieve the ambitious goal of allocating $30 billion to minority- and women-owned businesses by 2026, targeting a 30% award rate. The Program Manager will leverage data analytics, evaluation techniques, and policy formulation to aid in the strategic planning and engagement efforts that promote and elevate MWBE firms in the offshore wind and waterfront development sectors. This position will also collaborate closely with the AVP of Program Innovation & Capacity Building to support the overarching policy and capacity enhancement strategy of the Vice President, while executing various special projects as needed.

Key Responsibilities:

  • Collaborate with EDC Capital and Asset Management project leaders and external consultants to devise strategies that enhance outreach and engagement of M/W/DBEs in waterfront construction projects.
  • Assist in the operational management and development of standards and processes for the Waterfront Pathways initiative.
  • Employ program monitoring and performance assessment tools to evaluate the progress of M/W/DBE firms participating in NYCEDC's Waterfront Pathways, generating impact reports for leadership.
  • Support the program consultant in delivering training and technical assistance to firms enrolled in the program.
  • Build and maintain relationships with M/W/DBE organizations, small business groups, and other public entities, representing NYCEDC at relevant events.
  • Develop presentations and contribute to the creation of marketing materials for the Waterfront Pathways initiative.
  • Conduct policy research and analysis to prepare reports for the Mayor's Office of M/WBE and other governmental partners.
  • Act as a subject matter expert advocating for MWBEs in industry support programs, formulating strategies for MWBE engagement.
  • Manage additional tasks that facilitate the growth of M/W/DBEs across various business sectors in New York City.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor's degree in business administration, economics, social sciences, or a related discipline (Master's degree preferred).
  • Exceptional communication skills with a strong emphasis on organization and detail orientation.
  • Effective time management abilities to meet deadlines and navigate competing priorities.
  • Proven experience in data tracking and monitoring for planning and reporting purposes.
  • Experience in event coordination, particularly in organizing outreach and training activities.
  • Adept at managing complexity in a fast-paced, entrepreneurial environment.
  • Proficient in MS Office, particularly Microsoft Excel; experience with database management is a plus.
  • Willingness to travel as required across the city.
  • Flexibility to attend evening and occasional weekend meetings.
  • Residency in New York City is required within 180 days of hire.

Compensation: Salary range is $65,000—$67,000 USD.
