GENERAL OVERVIEW
The State Office of Risk Management (SORM) is seeking a skilled Accountant to manage the preparation of financial documents, statements, and reports. You will be part of a dedicated team of accounting experts focused on supporting the Financial Management division. SORM's primary role includes providing workers' compensation services to state entities. Your responsibilities will encompass reconciling claims fund activities, identifying inconsistencies, analyzing fund balances and expenditures, and contributing to significant legislative reports.
Our department is composed of proactive and inquisitive accounting professionals, and we are looking for a candidate who shares these qualities. This role involves close collaboration with the Chief Financial Officer to ensure optimal service delivery to our clients.

KEY RESPONSIBILITIES
Accountant II
- Assist with daily production and mail processing.
- Prepare expenditure and cash flow reports.
- Respond to inquiries via phone and email.
- Prepare accounting entries and documents for transactions related to disbursements across all necessary accounts.
- Process refunds and other accounts payable entries in the CAPPS accounting system.
- Research and reconcile revenue transactions.
- Complete detailed assignments in recording, classifying, examining, and verifying financial records, documents, or reports.
- Input accounting entries into CAPPS.
- Recommend improvements or revisions to the accounting system and procedures as necessary.
- Verify data entered into the cash receipt system and assign program codes, processing reversals and code corrections.
- Keep management informed of ongoing activities and critical matters affecting the agency's operations.
- Engage in independent job-related research and demonstrate initiative in seeking solutions.
- Provide customer service as needed.
- Perform related tasks as assigned.
- Maintain relevant knowledge necessary for essential job functions.
- Attend work regularly in compliance with the agreed-upon schedule.
- Ensure the security and confidentiality of sensitive information.
- Comply with all agency policies and procedures, including those related to ethics and integrity.
Accountant III – All functions of Accountant II, plus:
- Analyze, create, and support the submissions of state legislative-required reports.
Accountant IV – All functions of Accountant III, plus:
- Analyze, create, and submit state legislative-required reports.
QUALIFICATIONS
Accountant II
- Two years of full-time experience in accounting, finance, procurement, or a closely related field.
- Two or more years of experience with Microsoft applications.
- Knowledge of generally accepted accounting principles and procedures.
- Understanding of accounting theories, principles, and practices.
- Familiarity with accounting software such as CAPPS, USAS, and MS Excel.
- Knowledge of budget preparation and administration.
- Awareness of pertinent Federal, State, and local laws and regulations.
- Experience with State of Texas payment processing.
- Proficiency in using a PC and associated software.
- Ability to manage multiple tasks and meet deadlines.
- Effective oral and written communication skills.
- Sound judgment and decision-making abilities.
- Ability to work cooperatively in a professional environment.
- Excellent customer service skills.
- Ability to interpret and analyze complex financial documents.
- Attention to detail in a high-volume setting.
- Capability to prepare various financial statements and reports.
- Ability to establish effective working relationships.
- Efficient and organized work habits.
- Ability to arrange for personal transportation for business-related travel.
- Willingness to work beyond 40 hours as needed.
- Ability to lift and relocate 30 lbs.
- Willingness to travel up to 5%.
Accountant III – All qualifications for Accountant II, plus:
- One additional year of experience in accounting or a related field.
- One additional year of Microsoft Excel experience, including data analysis.
- Experience in supporting state legislative-required reports.
Accountant IV – All qualifications for Accountant III, plus:
- One additional year of full-time experience in accounting or a related field.
- Advanced Microsoft Excel skills, including data visualization.
- Experience in analyzing and submitting state legislative-required reports.
- Knowledge of governmental accounting and budget control methods.
PREFERRED QUALIFICATIONS
- Graduation from an accredited four-year college or university with a major in accounting, finance, business, or a related field.
- Experience with automated accounting systems such as USAS and CAPPS.
- Knowledge of State of Texas accounting regulations.
