Key Responsibilities:
  • Act as a principal financial consultant to government stakeholders, performing comprehensive financial analysis and providing data-driven insights to support leadership in investment and funding decisions.
  • Utilize federal financial management policies and conduct thorough financial data evaluations for IT investments.
  • Deliver in-depth analysis and support to governance boards, including budget execution assessments and investment analysis, documenting outcomes in reports and presentations.
  • Collaborate with government representatives to identify and address funding discrepancies.
  • Serve as a trusted financial advisor to leadership within the IT portfolio.
  • Conduct financial assessments and cost-benefit analyses to inform strategic business decisions.
  • Review and interpret federal financial guidelines, coordinating inputs with various organizations and ensuring action items are completed.
  • Evaluate investment requests for alignment with strategic objectives and previous budget submissions.
  • Analyze past program development efforts to extract lessons learned and recommend improvements.
  • Facilitate collaboration across departments to gather necessary data for both internal analysis and external reporting.
  • Assist in the preparation of budget submissions and reconciliations of oversight adjustments.
  • Identify and rectify discrepancies in budget narratives and prepare justifications for significant changes.
  • Assess congressional feedback on budget narratives and propose enhancements.
  • Engage with program offices and senior leadership to ensure integrated management of the IT portfolio.
  • Exhibit strong written communication skills for the review and editing of reports and documents.
  • Support the creation of senior-level presentations and deliver briefings as required.
  • Identify key decision points for governance boards and document financial decisions accurately.
  • Utilize advanced analytical tools and methods provided by the organization.
  • Apply analytical expertise with proficiency in spreadsheets and databases.
Qualifications:

Required:
  • Active TS/SCI clearance, with CI polygraph preferred.
  • At least 20 years of professional experience, with a minimum of 15 years in relevant financial roles.
  • Bachelor's degree in a related field such as Accounting, Finance, or Business Administration, or equivalent experience.
  • Expertise in relational database management and proficiency in Microsoft Office, particularly advanced Excel functionalities.
  • Recent experience in analyzing complex data and conducting cost-benefit assessments.
  • Experience in IT portfolio management and related financial analysis.
  • Familiarity with programming, planning, budgeting, and execution best practices.
  • Knowledge of federal financial planning and budgeting processes.
