Job Description:

Are you a detail-oriented professional with a passion for analyzing complex data and developing effective solutions? Do you have experience in managing large projects and building collaborative partnerships? We are seeking a highly skilled Regulatory Services Program Analyst to join our team at the State of Oregon.

Key Responsibilities:

  • Evaluate division programs and make recommendations to improve program performance and services.
  • Develop change strategies and lead implementation, including creating project plans, leading project meetings, tracking progress, and working with stakeholders.
  • Monitor legislative bills, draft bill analysis, amend current administrative rules, and draft new or revise current policies and procedures.
  • Administer eight regulatory programs, including exams, licenses, permits, inspections, and audits to ensure fire and life safety.
  • Manage the SERC and LEPC programs mandated under the Federal EPCRA law.

Requirements:

  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills.
  • Two years of professional-level evaluative, analytical, and planning work experience.
  • Or any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Preferred Skills:

  • Expertise in conducting analysis of statutory authorities, business processes, system resources, and analytical data.
  • Excellent communication skills, both verbal and written, and experience with technical writing.
  • Experience with project management, including managing multiple competing priorities and being flexible and adaptable to changing circumstances.
  • Experience recommending and drafting policies and procedures that align with agency mission, legislative authorities, and program priorities.
  • Experience facilitating and managing large projects and work groups, building collaborative partnerships, and committee engagement.
  • Experience effectively multitasking under the pressures of tight deadlines and rapidly changing priorities.
