Job Summary

We are seeking a highly skilled State Housing Program Manager to join our team at the Department of Commerce. As a key member of our Housing Division, you will be responsible for leading the development and implementation of state housing programs, including the State Housing Trust Fund. Your expertise in multifamily housing development, lending, and related real estate transactions will be essential in driving our mission to create affordable housing opportunities for Washington residents.

Key Responsibilities
  • Establish and maintain statewide program policies and processes for the State Housing Trust Fund.
  • Develop and implement procedures for a competitive award process for the creation of affordable housing.
  • Represent the department as the state programs expert, providing presentations and testimony to external stakeholders, public, and legislative committees.
  • Provide expert-level technical assistance and consultation to grantees and their staff regarding complex program and contractual requirements.
  • Lead the development of applicable data systems and tracking tools necessary to manage contracts, budgets, and compliance reviews.
Requirements
  • Eight years of professional-level experience in community, trade, or economic development with a focus in multifamily/rental housing development and lending, and related real estate transactions.
  • Excellent interpersonal skills and the demonstrated ability to build trusting relationships and loyal partnerships with customers, employees, and executive management.
  • Strong communication and presentation skills, with the ability to effectively communicate complex information to various audiences.
  • Ability to work independently and as part of a team, with a strong commitment to meeting deadlines and achieving results.
Preferred Qualifications
  • Experience developing rental housing or homeownership opportunities.
  • Knowledge of agencies, institutions, and processes involved in real estate development.
  • Thorough knowledge of grant and loan administration, contracting, and accounting.
