Job Summary

We are seeking a highly skilled and experienced State Housing Program Manager to join our team at the Department of Commerce. As a key member of our Multifamily Housing Unit, you will be responsible for leading the development and implementation of state housing trust fund programs, ensuring equitable distribution of resources, and providing technical assistance to grantees and stakeholders.

Key Responsibilities
  • Establish and maintain statewide program policies and processes for state housing trust fund programs.
  • Serve as the subject matter expert for affordable housing programs, establishing program priorities and long-term objectives.
  • Represent the department as the state programs expert, providing presentations and testimony to external stakeholders, public, and legislative committees.
  • Advise management and program staff on program design, implementation, and long-term performance management.
  • Spearhead collaboration efforts with the public, stakeholders, local government public funders, and federal public funders for input in program design and implementation.
  • Convene and lead public hearings and public comment periods to solicit and receive public comment and input.
  • Provide expert-level technical assistance and consultation to grantees and their staff regarding complex program and contractual requirements.
  • Lead the development of applicable data systems and tracking tools necessary to manage contracts, budgets, and compliance reviews.
  • Lead the submittal of reports and data to the legislature and/or other state agencies.
Requirements
  • Eight years of professional-level experience in community, trade, or economic development with a focus in multifamily/rental housing development and lending, and related real estate transactions.
  • Excellent interpersonal skills and the demonstrated ability to build trusting relationships and loyal partnerships with customers, employees, and executive management.
  • Integrity, accountability, teamwork, communication, customer service, and results focus.
Preferred Qualifications
  • Experience developing rental housing or homeownership opportunities.
  • Knowledge of agencies, institutions, and processes involved in real estate development.
  • Thorough knowledge of grant and loan administration, contracting, and accounting.
